Main Purpose of Job
This position is a highly responsible professional administrative and management position which involves planning, developing and directing the activities and services within the scope of established policies, procedures and applicable legal mandates for the Office of Child Support. The work involves managing, coordinating and assessing the work of staff engaged in providing an effective and efficient child support delivery system, locating noncustodial parents, establishing paternity and child support obligations, enforcing the child support orders, modifying the child support orders and collecting and distributing child support payments. Additionally, the incumbent supervises managers for child support, provides and establishes community outreach, all of which focus on the accomplishment of the goals and objectives of the Office of Child Support. Under general direction of the Executive Director for the Child Support Administration, work is performed with wide latitude for independent action, management discretion and judgment.
POSITION DUTIES
HUMAN RESOURCE MANAGEMENT
Acts as appointing authority for all personnel activities to include recruitment, retention, evaluation, and discipline. Directs the operations and coordinates the activities of the Office in an efficient and professional manner through the divisional managers.
Conducts or coordinates all applicable employee performance appraisals within the office.
STRATEGIC PLANNING AND ORGANIZATION
Directs development, organization and implementation of realistic action plans for the office while being sensitive to time constraints, resource availability and plans of the central administration, advisory boards or commissions.
FINANCIAL MANAGEMENT AND PROCUREMENT
Provides financial oversight in all aspects of accounting operations to include child support collection and distribution, operating budgets, reinvestment funds, and procurement.
Conducts audits to determine financial integrity.
PUBLIC RELATIONS AND PROFESSIONAL REPRESENTATION
Maintains positive intra/inter-governmental and public relations.
Reports to and testifies before the County Council, County Executive, State Legislature, and advisory boards.
Acts as spokesperson for media relations that promote the best interest of the department and send a consistent message regarding parental responsibilities.
Represents the department on a number of local, state and federal workgroups, task forces, and advisory boards.
This position is hybrid telework eligible.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor degree from an accredited four-year college or university.
Experience: Ten years of experience in administrative, professional or technical work. Five years of the required experience must have involved the supervision of other employees or exercising responsibility for program development in a child support or human services program.
Notes:
1. Additional experience in administrative, professional or technical work may be substituted on a year-for-year basis for the required general education.
2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following:
- Three years of executive/management experience with the Title IV-D Federal Child Support Program at the state and/or local levels.
- Experience with Microsoft Word, Excel, Access, PowerPoint, Child Support Enforcement System Client Automated Resource and Eligibility System, and Maryland Automated Benefits System.
- Strong customer service and outstanding oral and written communication skills

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).

- Sick Leave - fifteen (15) days of accumulated sick leave per year.
