Introduction
This is a position specific recruitment for the Maryland Department of Natural Resources, Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.
**This is a Management Service position that serves at the pleasure of the Appointing Authority.

Main Purpose of Job
This position will directly support the priorities of the Department of Natural Resources by
managing the youth and veterans conservation corps programs to engage youth, young adults
and individuals with military service experience in conservation service in State Parks. The
Conservation Jobs Corps (CJC) program is one of DNR’s responsibilities as defined in the
Governor’s Executive Order (01.01.2008.10) establishing the Maryland Partnership for
Children in Nature. This position provides vision and executes strategic planning and
program implementation for the Conservation Jobs Corps, the Maryland Conservation Corps,
and the Veterans Conservation Corps programs and the soon to be created Historic Trades
Corps programs.
POSITION DUTIES
The Department of Natural Resources (DNR), Maryland Park Service is currently accepting applications for a Program Manager III to directly support the priorities of the Department of Natural Resources by managing the youth and veterans conservation corps programs to engage youth, young adults and individuals with military service experience in conservation service in State Parks. This position provides vision and executes strategic planning and program implementation for the Conservation Jobs Corps, the Maryland Conservation Corps, and the Veterans Conservation Corps, as well as the future Historic Trades Corps and other potential future programs.
POSITION DUTIES: Under the direction of the Maryland Park Service Director and in coordination with the MPS Leadership Team, this position directs, oversees, and enhances all conservation corps programs housed within the Maryland Park Service. The Conservation Corps Program Manager serves as a member of the MPS Leadership Team to develop and implement plans, programs, policies and procedures of the Park Service as they relate to conservation corps programs. The incumbent represents the Maryland Park Service conservation corps programs to staff, visitors, volunteers, stakeholders, media, elected officials, local governments, businesses, partner organizations, and other state agencies.
Duties include obtaining, managing and overseeing grants to facilitate conservation and interpretation programs including those benefitting at-risk youth and other under-served groups; developing and managing program budgets, ensuring that funds are properly distributed to meet program needs, including monitoring the procurement of uniforms, hand tools, specialized equipment, materials and supplies for service projects, meals for corpsmembers, transportation services, fuel and administrative costs, training, and other goods and services. The incumbent will develop new partnerships, funding models, and service opportunities, and track performance measures, prepare reports, develop marketing and outreach materials, and perform statistical analysis to provide information about Conservation Corps programs to internal and external partners.
The Conservation Corps Program Manager ensures that program goals are met by hiring staff to implement conservation work projects on public lands, developing and implementing training for staff including securing training facilities and instructors, preparing updates and improvements to training manuals and other materials. The incumbent will supervise the daily operation of conservation corps programs and oversee strategic partnerships, ensuring program goals and objectives are carried out, motivating and inspiring staff to meet expectations, and performing counseling and discipline as necessary. The Conservation Corps Program Manager develops work projects in collaboration with the MPS Leadership Team, Park managers and staff, representatives from other units of DNR, and partner organizations.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university in the field of education, business, communications, environmental science or policy, natural resources, forestry, forest management, natural resources management, parks and recreation, history, business administration, or a related natural science.
Experience: Eight years of administrative or professional work directing youth programs. Five years of experience must have been in a supervisory capacity over full-time personnel engaged in environmental education, conservation projects, or volunteer programs.
Notes:
1. Candidates may substitute additional experience as defined above for the required education at a rate of one year of experience to one year of education for up to four years of the required education.
2. Candidates may substitute graduate education for the required general experience at the rate of one year of education to one year of experience, or up to two years of the required general experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate would have five years of professional work experience in one or more of the following areas:
- Park or program management
- Working with school or college-aged youth
- Outdoor environmental education
- Grant writing and administration
- Management of strategic organizational partnerships
- Budget management
- Experience managing and evaluating conservation and/or park development projects
- Knowledge of state or federal youth conservation programs
- Strong time management skills with the ability to coordinate and prioritize complex projects and adapt to changing needs when necessary
- Working with conservations corps
- Experience engaging across diverse audiences and stakeholders
- Strong communication skills in a variety of media including written, oral and social media.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
