Introduction

The Maryland Public Service Commission is seeking an Advisor to the Commissioners, focusing on policy matters – including low-income and social justice issues. This position will directly support the Commissioners by conducting research and providing advice on various policy, legal, and technical issues, as well as performing other duties. Excellent written and verbal analytical and communications skills are required to perform the duties of this position.

This position is a “Political Special Appointment” and serves at the pleasure of the Appointing Authority (“Commission”).

Main Purpose of Job

This is an advanced level energy and utility Policy Analyst position. This person provides advanced analysis to the Commissioners of the Maryland Public Service Commission on issues of energy and utility policy. This person also acts as an information conduit from the energy industry, PJM, Federal Energy Regulatory Commission, Independent Market Monitor, and Commissions Technical Staff to the Commissioners.

POSITION DUTIES

Liaises with other members of management and staff.

Identifies and reports on emerging issues. 

Participates in the Commissioners meeting. 

Uses team resources, reviews agenda items for both Commissioners’ meetings and administrative meetings in order to provide appropriate input. 

Monitors docketed cases and attends hearings as necessary to advise the Commission on these matters. 

Works with senior Commission Advisors to work with a team of Commission personnel including the Commission’s Technical Staff in order to: 
a. Optimize effectiveness of the team’s performance. 
b. Coordinate priorities, schedules, and assigned areas of interests. 

Acts as an Advisor to the Commissioners by providing support, assistance and recommendations in matters relating to energy and in other related issues.

Performs other duties as assigned by the Commission.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor’s Degree from an accredited four-year college or university, in Engineering, Economics, Public Policy, Law or a related discipline.

Experience: Two years of experience performing legal, utility, energy, or economic policy analysis or related duties. 

Note:  An advanced degree in one of the fields specified above may be substituted for the two years of required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and a practical understanding of low-income or social justice issues.

A Graduate Degree or Juris Doctorate. 

Knowledge and a practical understanding of electricity, gas or telecommunications industries, corporate finance, accounting, or renewable energy. 

Several years of experience in public policy, legal work, or a related area.
