POSITION DUTIES
- The Assistant Director of EEO and ADA will serve to fill a crucial role within the Office of Fair Practices & Inclusion. The Assistant Director for Equal Employment Opportunity and Americans with Disabilities Act will develop, manage and resource a complaint and response system to intake, coordinate, track, respond, and remedy EEO and ADA complaints and requests across the DPSCS.
- The Assistant Director will develop a mission-based budget, forecast required resources, and track operational success to budgetary and mission targets for the unit. Liaise with Appointing Authorities and HRSD to facilitate the reasonable accommodations process.
- The Assistant Director for Equal Opportunity and Americans with Disabilities Act Programs is responsible for developing a strategy, managing the resourcing, staffing, and implementation of EEO and ADA programs that are responsive, compliant, and data driven to ensure continuous improvement in support of a collaborative and inclusive workforce.
- The Assistant Director reports to and makes recommendations for the Executive Director on all EEO and ADA cases – complaints and requests for accommodation, drafts policies and directives, and ensures compliance across the agency pertaining to EEO and ADA needs.
- The Assistant Director is responsible for leading, training, and providing guidance to EEO investigators and ADA coordinators, as well as taking on their own case load. Cases include internal complaint intake, investigation, investigative report drafting, and making a determination as to whether or not there is probable cause to believe that there is an EEO violation and/or ability to make reasonable accommodation for employees seeking religious or medical accommodation. Cases also include externally filed matters with the US Equal Employment Opportunity Commission and the MD Commission for Civil Rights.
- The Assistant Director will develop and manage strategic initiatives in collaboration with human resources, information technology, and the attorney general’s office to collect data from complaints, requests, remedies, resolutions/settlements and agency responses in order to track and understand workplace conditions, the themes of complaints, costs associated with employee complaints and to identify areas where improvements are needed, to assess compliance, and develop guidelines and policies for the agency regarding remedial recommendations for violations of civil rights laws or other legal but unacceptable behaviors.
- The Assistant Director will also develop and manage a system for rewarding and recognizing inclusive leadership and best practices to encourage compliance with EEO/ADA laws to create a work culture that goes well beyond basic compliance.
MINIMUM QUALIFICATIONS

- Experience leading, training, and providing guidance to Equal Employment Opportunity (EEO) Investigators and Americans with Disabilities Act (ADA) Coordinators.
- Experience developing a strategy to maintain a collaborative and inclusive workforce that reflects Equal Employment Opportunity (EEO) and the Americans with Disabilities Act (ADA).
- Experience handling the investigations and/or complaints of discrimination involving Equal Employment Opportunity (EEO) and the Americans with Disabilities Act (ADA) based on employment laws and regulations.
- Experience in identifying cases appropriate for alternative dispute resolution (ADR) and acting as neutral in a variety of ADR processes: mediation, facilitated conversation, or large group problem solving.
