Main Purpose of Job

This position will function as the LTSSMaryland DDA Module Operations Manager for the Maryland Department of Health's Developmental Disabilities Administration (DDA). Responsibilities include: coordinating development and transformation initiatives, ensuring LTSSMaryland meets DDA’s needs, and liaising with DDA Headquarters (HQ) and Regional Program leaders, the Medicaid Office of Provider Services (MPS), and LTSSMaryland vendors. This role involves in-depth analysis, strategic planning, and coordinating efforts across various stakeholders to develop, implement, and enhance the DDA LTSSMaryland module to support the business’ operational and strategic objectives.

The focus is on continuous improvement using data analysis to drive decisions. DDA supports over 24,000 individuals with disabilities through a network of 300+ providers, with an annual budget of approximately $2.5 billion.

This position is eligible for Hybrid Telework at the discretion of the manager. Also, system rollout occurs on weekends and evenings and some off-schedule work may be required in emergent situations.

MINIMUM QUALIFICATIONS

Candidates must possess a bachelor's degree from an accredited college or university and 6 years of health or human services professional experience.

A Master's degree will substitute for one year of the general experience. A Doctorate will substitute for two years general experience. Additional experience will substitute year for year for the college degree.

DESIRED OR PREFERRED QUALIFICATIONS

This desired candidate should have a combination of education, experience, and skills that enable the candidate to manage complex projects, lead cross-functional teams, and drive strategic initiatives. Desired qualifications for this position include:
  • Bachelor's Degree in a related field such as Business Administration, Healthcare Management or related field
  • Master's Degree (MBA, MPA, or a related field) is preferred, as it demonstrates advanced knowledge in strategic planning, program management, and leadership within healthcare or public sector contexts
  • Experience in program or project management
  • Managing large-scale programs with complex, cross-functional teams 
  • Working with or within state agencies, particularly in intellectual and/or developmental disabilities programs

This is a Management Service position and serves at the pleasure of the Appointing Authority. A Resume must accompany your application.
