The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. POSITION DUTIES

Program Manager Senior II is one of the highest managerial levels of program management in the State Personnel Management System. Employees are responsible for directing programs that have a broad scope and major impact on agency missions and operations. Employees directly or indirectly supervise technical, professional, or administrative staff.

  • Review and evaluate psychological tests results of all mandated correctional applicants mandated to complete such exam.
  • Determine psychological assessment or psychological evaluations of each applicant based on psychological exam results.
  • Determine if applicant will be able to move forward in the hiring process or will need additional review through a psychological interview with the applicant to gain insights in mental health through clinical assessments, either in person or virtually.
  • Resolve any complex diagnostic or evaluation(s) arising from Human Resource Service Division management.
  • Provide ethical guidance on issues within this psychological program.
  • Submit written recommendation for each applicant tested to the HRSD Psychological 
  • Direct and coordinate all psychological activities of the mental health program within the statewide Background Investigation Unit.
  • Provide advice and consultation to the Chief of Human Resources Services Division (HRSD).

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications and license requirements to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Master’s or Doctoral degree in a professional counseling or related field and possession of a Licensed Clinical Professional Counselor (LCPC) license.

Experience: Two years experience rendering psychological services or engaging in psychological research after receipt of license

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.05, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Professional Counselor (LCPC).

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
