POSITION DUTIES

The Deputy Director will be responsible for overseeing the administration, finance, and contract management functions within the Office of State Financial Innovation (OSFI). This role provides leadership that ensures all administrative processes align with the OSFI organizational goals and regulatory requirements. They will also be responsible for overseeing the creation, implementation, and management of the operations of the OSFI’s program finances which include forecasting, budgeting, invoicing, reporting, and MITDP administration. This position will work closely with the OSFI Director to establish sound financial practices and ensure the program’s long-term administration. This position provides executive-level support to the Director of the Office of State Financial Innovation, in overseeing and advancing the modernization of state financial systems and processes. In this role, the Deputy Director will establish and oversee all contract management activities, ensuring compliance, performance tracking, and successful execution of agreements. The incumbent will act as a liaison between internal teams, stakeholders, and vendors, fostering strong relationships and ensuring that all program services and resources are delivered effectively and efficiently. 

Additionally, this role will have key responsibilities that include monitoring financial expenditures, managing program assets, and coordinating with procurement and legal teams to maintain high standards of accountability and transparency. In this role, the incumbent will support strategic planning and analysis and quality assurance. The Deputy Director will also support the Director in the execution of the OSFI strategic initiatives, including the modernization of the State's Financial Management Information System (FMIS) as mandated by the legislation [State Government Article § 4-113, Modernization of State Financial Systems – 21st Century Financial Systems Enterprise].

MINIMUM QUALIFICATIONS

Education:  Bachelor's Degree from an accredited college or university.

Experience:  Seven years of progressively responsible management experience in Accounting and Finance
leadership positions.

DESIRED OR PREFERRED QUALIFICATIONS

  • Seven years of management experience in managing a department, process, or organization.
