The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. LOCATION OF POSITION
POSITION DUTIES
- Review, supervise, direct and evaluate the work of five (5) hearing officers, to include assigning cases, reviewing hearing officers' Second Step written decisions on grievance, disciplinary and dispute resolution complaint appeals, reviewing and approving leave requests, timesheets and conducting performance evaluations and appraisals.
- Investigate as necessary, prepare for presentation and present the Department's position on employee termination, grievance, disciplinary and dispute resolution complaints.
- Represent agencies at settlement conference before the DBM on disciplinary and grievance appeals and participate as a mediator in employee-employee and employee-employer relations disputes.
- In the absence of the ERU Manager, the Assistant Manager is responsible for reviewing and processing termination proposals and appeals; reviewing motions and agency's responses to motions and providing advice; guidance and responding to inquiries of the Office of the Secretary; agency administrators, directors and supervisors on the interpretation and application of state law, regulation and the policies of the DPSCS; attending meetings, providing training and serving on work groups as needed and other duties as assigned.
- Reviews disciplinary and grievance appeals on behalf of the Secretary and issues legally sufficient written decisions on all issues presented within specified timeframes.
- Trains Management Advocates, Human Resources, personnel staff and investigators on the policies, procedures and processes for the investigation and imposition of disciplinary actions, investigation of grievance and dispute resolution complaints under the State Personnel Management System, Correctional Officers’ Bill of Rights (“COBR”), the Performance Evaluation Program (“PEP”) and Performance Improvement Plans (“PIP).
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university.
Experience: Three years of experience representing management before an administrative law judge in hearings at the Office of Administrative Hearings, or similar adjudicatory setting, that involve all types of grievance and disciplinary appeal cases, including terminations, on a regular and recurring basis.
Note: Candidates may substitute the possession of a Juris Doctor (J.D.) degree from an accredited law school for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Possession of a Juris Doctor (J.D.) degree from an accredited law school
- Experience presenting before the Office Hearings or a COBR Board
- Experience training subordinates in trial preparation and presentation
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.
2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
