The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. GRADE
POSITION DUTIES
The Maryland Parole Commission is charged with determining
on a case-by-case basis whether incarcerated individuals serving sentences of
six months or more in state or local facilities are suitable for release into
the community under certain conditions or supervision by the Division of Parole
and Probation. Parole commissioners hold hearings via video conferences and
onsite at correctional facilities throughout Maryland. The commission holds
open parole hearings and has a strong commitment to victim rights. In addition
to conducting hearings, the Commissioners meet every other Wednesday at the
Parole Commission Headquarters located in Baltimore, MD.
A member of the Maryland Parole Commission serves on a
ten-member panel. This is a full-time
position with a six-year term commitment. The annual salary of a Commissioner
is $117,051. The ideal candidate for Commissioner will possess the ability to
be fair, firm and impartial. Good written and oral communication skills are a
must and you must be willing to consider all information presented to you, even
facts that conflict with your personal feelings, to render a final decision.
Sitting as a board member has exclusive power to hear
certain serious cases for the release of those seeking parole and to conduct hearings
for revocation of parole. The Commission
can issue warrants for return to custody, violators of parole, suspend or
revoke parole upon showing of a violation and also make recommendations to the
Governor regarding pardons, commutation of sentences and parole of incarcerated
individuals sentenced to life imprisonment.
The responsibilities of a Parole Commissioner is to hear
cases, such as loss of life and open parole hearing, life sentences, in which a
decision is made immediately. Cases that
are conducted by a hearing officer are then assigned to a Parole Commissioner
who has 5 working days to make a final decision on that case.
The term of a commissioner is 6 years.
MINIMUM QUALIFICATIONS
Residency: Must be a resident of the State of Maryland.
Experience: Training and
experience in law, sociology, psychology, psychiatry, education, social work,
or criminology.
SELECTION PROCESS
With the approval of the Governor and the advice and
consent of the Senate, the Secretary shall appoint the members of the
Commission.
