Main Purpose of Job

The Maryland Health Care Commission (The Commission) is seeking a candidate to serve as Director of Administration. The successful candidate will manage and coordinate the preparation and oversight of the day-to-day fiscal matters, procurement activities, special projects and other administrative issues of the Commission. Major responsibilities of this position include coordinating, preparation and submission of the Commission’s fiscal year budget, quarterly projections, expenditure management plan, budget amendments, projections, Managing for Results (MFR) and other fiscal matters that are required. Major responsibilities also include independently writing and forecasting the operating portion of the MHCC fiscal year budget and responding to all questions and inquiries from the Maryland Department of Health’s (Department) Budget Management and General Accounting Offices. This position also assists the Chief Operating Officer with the fiscal year close-out process; invoice processing; review and approval of payment of MHCC invoices; review and reconciliation of the monthly FMIS reports; coordinating any out- of-state travel requests; preparation and processing of the payment of quarterly indirect cost payments to the Department and handling of any other fiscal activity that is required of the Commission.

This position also oversees and coordinates the preparation, processing, submission and awarding of all procurement contracts for the Commission through the State of Maryland Procurement process. This entails the supervision of the MHCC Procurement Liaison in preparation of the Commission’s procurement contracts utilizing the State of Maryland, Department of General Services and Board of Public Works guidelines and assisting the Chief Operating Officer with any other procurement activities required of the Commission. 

Additional responsibilities include providing information, recommendations and guidance to Commission staff on policies relating to the Commission budget and procurement actions, coordinate and participate in any discussions and meetings that pertain to the Commission fiscal year budget and procurement actions. Primary activities also include acting in the absence of the Chief Operating Officer, attending Commission related fiscal year budget and procurement hearings in Annapolis, attending any meetings with the Department that pertain to the State of Maryland procurement and budget related to the Commission and other fiscal and procurement duties as assigned and/or required. This position also functions as back-up to the Chief Operating Officer with day-to-day operations of the Commission

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor’s degree from an accredited college or university and three years of experience in administrative or professional work in the fiscal and procurement responsibilities delineated in this position’s nature of work.  Candidates must also possess at least 2 years of experience with the State of Maryland FMIS system and lead work responsibilities in either State Procurement or Budget processes.

Candidates may substitute additional experience in administrative or professional work for the bachelor's degree at the rate of 1 year for 30 credit hours, up to 4 years.
