POSITION DUTIES

The Assistant State Superintendent, Division of Early Childhood, under the supervision of the Deputy Superintendent for Teaching and Learning, provides visionary leadership, research-based expertise, and oversight for all programs, projects, and initiatives related to PreK – Grade 2 education and Child Care across the state of Maryland. The Division of Early Childhood is composed of the Office of Child Care, the Office of Early Learning and Instruction, and the Office of Family Support Services and Head Start Collaboration. The successful candidate will ensure the efficiency and success of these critical programs to improve early education in Maryland so that young children are well prepared for school.

 

Responsibilities Include:

  • Develop and execute strategies that align with the goals and objectives of the Division of Early Childhood, ensuring all initiatives support a deep commitment to advancing equitable and high-quality early childhood care and education across the state.
  • Lead the development and enhancement of Division of Early Childhood programs and services, incorporating best practices, evidence-based interventions, and innovative approaches to service delivery.
  • Develop and implement outcome measurement systems to assess the impact of all Division of Early Childhood programs and activities.  Use outcome data to inform decision-making, allocate resources effectively, and demonstrate accountability.
  • Management and oversight of the Child Care operations including the comprehensive child care scholarship program.
  • Foster collaboration and partnerships with relevant stakeholders, including Child Care centers, Local Education Agencies, State and Federal agencies, the Maryland Head Start Association, Maryland State legislative and executive leaders and staff, and advocates.
  • Ensure compliance with Federal and State regulations governing early childhood education and care in Maryland including providing appropriate regulatory and legislative reports. Stay informed about policy changes and advocate for policies that support the mission and objectives.
  • Efficiently manage the fiscal and procurement operations, human resources functions, and facilities and IT infrastructure to optimize resources and maximize the impact and sustainability of all Division of Early Childhood programs and activities.

MINIMUM QUALIFICATIONS

Education:  A Master’s degree or the equivalent of 36 credit hours of post-baccalaureate coursework in Early Childhood Education, Curriculum and Instruction, Administration, Education, or related areas from an accredited college or university.

Experience:  Six years of experience in educational leadership with expertise in the areas of curriculum development, coaching, professional learning, and coordinating or administering instructional programs or services in prekindergarten through grade 2 or Child Care setting.

Notes: Candidates may substitute the possession of a Doctorate degree from an accredited college or university in a field related to the position for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Strong knowledge of early childhood education systems, including licensing, quality improvement frameworks, and family support services.
  • Experience with state or federal education policy and funding mechanisms.
  • Experience with coaching and team management, setting clear and high expectations and holding teams accountable to those expectations, and coaching and developing individuals and teams to reach short- and long-term goals.

SPECIAL REQUIREMENTS
