Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s $46 billion insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The Property & Casualty Division is recruiting for a full-time contractual PIA/Hearings Specialist.  This position will process Public Information Act (PIA) requests and appeals from Property and Casualty Complaint determinations.  The processing of PIAs includes coordinating the response with various divisions within the MIA and reviewing all relevant documents to determine whether the documents are responsive to the request and whether any information cannot be released based on statutory restrictions.  If documents may not be released, then those documents must be redacted and the basis for that redaction must be explained. This position works closely with the Assistant Attorney General assigned to represent the Maryland Insurance Administration to ensure compliance with Maryland laws and regulations. The PIA responses must be provided within statutory time frames. The processing of requests for hearings involves the review of the complainant's request to make sure it is timely and meets the statutory and regulatory time frames. The entire complaint file must be exhibited and summarized so that it can be forwarded to the Hearings Office. The position will be responsible for tracking all stages of the hearing from the original request to the final outcome.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

 

Experience:  One (1) year experience in the Property & Casualty industry.

DESIRED OR PREFERRED QUALIFICATIONS

·   Ability to communicate effectively verbally and in writing.

·   Ability to analyze information and draw accurate conclusions.

·   Strong computer experience, to include experience with Microsoft Excel and Word.

·   Attention to detail

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
