The fundamental reason for this
classification is to provide technical expertise, operational leadership, and
strategic guidance across the City's financial operations, supporting the Chief
Financial Officer (CFO) in the daily operations of managing Finance,
Procurement, Risk Management, Grants, and Information Systems. The Deputy CFO
ensures the integrity of financial processes, compliance with financial
regulations, and efficient resource allocation. This position requires a strong
foundation in governmental accounting, budgeting, financial analysis, debt
management, and compliance. The Deputy CFO's work responsibilities include overseeing
special and capital projects, grants, complex financial activities related to bond
and debt service, implementing best practices, and assisting with the City's
financial stability. This classification reports to the Chief Financial
Officer.
Bachelor’s
degree in Accounting, Finance, Business Administration, or a related field, and
eight (8) years of progressively responsible experience in financial
management, including at least four (4) years in a senior leadership or
managerial role, preferably within a governmental or public sector environment,
with broad expertise across multiple financial functions, including budgeting,
procurement, debt management, grants, and financial reporting, demonstrating
the ability to oversee and integrate these areas effectively. A master’s
degree, Certified Public Accountant (CPA) designation, Certified Public Finance
Officer (CPFO) certification, and/or municipal finance experience are
preferred.
