Procurement Compliance Officer (#CI0953)

Nature of Work

The fundamental reason this classification exists is to ensure compliance with federal, state, and local procurement regulations and mitigate risks within the City’s procurement operations. The Procurement Compliance Officer audits procurement processes implement internal controls and provides training to staff on procurement standards and best practices. This position reviews documentation to align with grant requirements, acts as a liaison with federal agencies during audits, and collaborates with legal and finance departments to address compliance issues. The officer also monitors regulatory changes and updates policies to maintain adherence. Work is performed under the general supervision of the Senior Procurement Officer.

Minimum Qualifications

Bachelor’s degree in Public Administration, Business Administration, Finance, or a related field, and four (4) years of experience conducting procurement audits, developing internal controls, and ensuring adherence to grant requirements and federal guidelines, with a strong focus on federal compliance standards, including Federal Acquisition Regulation (FAR) and Uniform Guidance (2 CFR Part 200). Strong analytical skills, attention to detail, and the ability to interpret complex regulations are essential.

Certifications: Must possess a Certified Professional Public Buyer (CPPB) or Certified Procurement Compliance Specialist (CPCS) certification at the time of hire or have the ability to obtain within one year of appointment.
