The
fundamental reason this classification exists is to perform supervision and
management work in the administration of the Engineering Department. The
employee is responsible for efficient and economical development, construction
and maintenance of a wide variety of municipal public works. The City Engineer
provides professional engineering advice, assistance and service to other
departments in connection with the planning or executing of public works
improvement programs. Work involves the exercise of a high degree of
independent judgment and discretion in the interpretation and execution of
policies governing City public works programs. Supervision is exercised over professional and sub-professional
engineering personnel engaged in public works development and engineering
design. The work responsibilities are:
develops short and long range plans for overall direction of the Engineering
Department; supervises two or more full-time employees; prepares and
administers the operating budget;
oversees the Engineering Department
operations; serves as liaison for the Engineering Department with other
departments, citizens, council members, outside agencies and the media; directs staff activities with
regards to handling daily administrative matters; and oversees and supervises
the preparation of design and construction of projects. The City Engineer reports to the Planning,
Permitting and Inspections Director.
Bachelor's degree in Civil Engineering or a related field. Must have eight years of responsible full-time experience planning, organizing, and directing civil engineering projects including experience supervising the work of professional staff. Must possess and maintain Professional Engineer registration in the State of Alabama.
NOTE: Qualifying education, training and experience that provide
the requisite knowledge, skills and abilities to perform the job will be
considered.
Must be willing to work nights, weekends and holidays and willing to be on call to respond to emergency incidents as needed.
WORKING CONDITIONS: While performing the essential functions of this job, the incumbent is regularly required to sit; use hands, fingers, handle or feel objects, reach with hands and arms; speak and hear; lift and/or move up to 10-25 pounds; ascend or descend ladders, stairs and the like using feet and legs or hands and arms; standing and crouching. Incumbent is subject to work around moving equipment. Work is performed in an office environment and outdoors when inspecting work sites. Ability to withstand continuous exposure to moderately disagreeable conditions such as: exposure to fumes, airborne particles, toxic or caustic chemicals, and outdoor atmospheric conditions. Ability to stand for long periods of time. Ability to withstand above average mental pressure.
