The fundamental reason this classification exists is to provide assistance to the Solid Waste Superintendent in supervising work functions associated with the operation, maintenance and management of the landfill facility. Employee directs daily activities to assure adherence to applicable Federal and State regulatory permitting and operating requirements. The employee often plans work for and exercises supervision over subordinate heavy equipment operators, service maintenance workers, laborer personnel, and clerical employees. Essential functions are: supervises, two or more full-time employees; oversees the operation of refuse collection, disposal, construction and maintenance; assists the Solid Waste Superintendent in overseeing the reporting, billing, collecting and accounting methods; assists the Solid Waste Superintendent in developing and implementing departmental operating budget, monitoring expenditures and maintaining inventory; oversees the demolition of structures at various City locations; and oversees the monitoring and reporting of methane gas wells and ground water. General direction is received from the Solid Waste Superintendent in matters involving the handling and disposal of municipal solid waste and policy. Acts in the capacity of the Solid Waste Superintendent whenever the incumbent is unavailable.
High school diploma or GED and five (5) years of experience in solid waste supervision, operation and maintenance. Relevant college coursework may substitute for up to two years of the required experience on a year-for-year basis.
NOTE: Qualifying education, training and experience that provide the requisite knowledge, skills and abilities to perform the job will be considered.
Ability to work irregular hours, weekends, and holidays. Subject to be called at any time after normal working hours in emergency situations. Must have and maintain a valid Alabama Driver’s License as needed to travel to various sites. Must possess a Commercial Driver’s License. Ability to obtain an ADEM Certified Landfill Operator Certification from the Solid Waste Association of North America (SWANA) within 18 months of hire.
WORKING CONDITIONS: Work is performed in an office environment and outdoors when inspecting work sites. Work exposes the employee to fumes, dust and odors daily. Works also exposes employee to chemicals, biological, toxic and explosive hazardous periodically. While performing the essential functions of this job, the incumbent is regularly required to sit; use hands, fingers, handle, or feel objects; reach with hands and arms; speak and hear; lift and/or move up to 10-25 pounds; ascend and descend ladders, stairs and the like using feet and legs or hands and arms; standing and crouching. Incumbent is subject to work around moving equipment.
