The fundamental reason this classification exists is to manage the fiscal and property resources of a department which includes analytical and managerial support to a department head. Major responsibilities include managing the department’s operating budget and other revenue sources; managing the purchase of equipment and supplies and the procurement of services; supervising the preparation of the payroll and personnel actions; coordinating security and maintenance services; and supervising two or more employees. The management of payroll and personnel transactions is made more complex by the various types of employment offered in the department. For example, the department employs full and part time employees, hourly employees, and contract employees. Supervision is received from the department head or assistant department head. Supervision may be exercised over maintenance, security and/or clerical employees.
Bachelor’s degree in business administration, public administration, or a closely related field and two years of fiscal or property management experience involving payroll, purchasing, and budgeting with one year of supervisory experience.
