Purpose

The Accountant III manages the accounting and contracts for the state and federal aid funded and local funded paving and bridge projects.  Prepares grant reimbursement requests and analyze state progress reports.  Manages the paving and bridge contracts.  Prepares reports on special studies as requested.  Provides general office supervision over, filing, interdepartmental requisition and invoices, record retention, and review of Administrative Specialist Senior’s work.

Essential Functions

  • Monitor local and grant related accounts to insure that projects are fully funded for work order, contracts and change orders for both City contracts and State and Federal Aid projects.         
  • Review and verify funding information on resolutions prepared by project engineers prior to submitting the resolution to Legislative Reference Center.        
  • Prepare city invoices, reimbursement requests and LFA (local force account – local crews that put up street lighting and signals on grant projects) cost summary reports to be in compliance with grant requirements to guarantee full reimbursement of eligible costs from the grantor.         
  • Process all necessary transfers required to closeout local and grant related projects.        
  • Complete retrievals and analysis of projects necessary to prepare monthly status reports on local and grant related projects for the engineers.       
  • Analyze and process contract payments, change orders and close outs.        
  • Complete annual lift bridge payments, annual highway aid report and LRIP (Local Road Improvement Program) management report.        
  • Analyze and process monthly state progress invoices for payment to the state.        
  • Monitor work order status for grant related projects.

Minimum Requirements

Bachelor’s Degree in Accounting and two years of professional, full-time accounting experience.

Current Salary

SALARY (2GX) for City of Milwaukee residents is $51,469 annually, and the non-resident starting salary is $50,206. Appointment above the minimum is possible with approval based on qualifications and experience.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.  

INITIAL FILING DATE - The examination will be held as soon as practical after April 15, 2016. Receipt of applications may be discontinued at any time after this date without prior notice.  However, recruitment may continue until the needs of the City have been met. Qualified applicants will be notified of the date, time, and place of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration. NOTE: The City’s residency requirement set forth in City Charter 5-02 is under litigation. Even though the City is legally able to enforce the current residency requirements based on a recent Wisconsin Court of Appeals decision, the City has agreed to continue to suspend enforcement of the ordinance until the Wisconsin Supreme Court issues a final decision.  If the Wisconsin Supreme Court affirms the Court of Appeals decision, the City intends to fully enforce the residency requirement for all employees. Consequently, employees who disregard the requirements of the ordinance do so at their own risk.
