Purpose

A Bridge Operator Lead Worker attends, maintains, and operates the City's movable bridges over the Milwaukee, Menomonee, and Kinnickinnic Rivers to ensure safe passage for vessels in accordance with Federal rules and regulations; schedules bridge openings and roving operations; and assists the Bridge Operator Supervisor in assigning, leading, directing, and coordinating Bridge Operators.

Essential Functions

  • Leads and coordinates bridge operators for the purpose of roving operations, sick replacements, and vacation scheduling for all shifts, seven days per week.
  • Instructs bridge operators in bridge operations.
  • Operates electrical and mechanical equipment to open and close bridges within the system smoothly and safely and with a minimum of interference to vehicular and pedestrian traffic.
  • Provides and maintains continuous service on assigned bridges at all times during the operator shift.
  • Operates unstaffed bridges on a roving system as required, using a vehicle or on foot.
  • Operates unattended bridges with a remote control system using audio and visual monitors and a separate control panel.
  • Completes daily inspections and maintains all bridge machinery mechanisms such as gearing, cables, bearings, and center locks by degreasing, lubricating, and keeping them clean and free of all debris, snow, and ice.
  • Inspects and cleans machinery platforms, counterweight pits, and bridge walks by removing snow, ice, water, and debris, including hosing them down and using a pump to dewater pits.
  • In addition to performing snow removal, directs snow removal operations on movable bridges.
  • Makes minor repairs to bridge equipment.
  • Performs housekeeping duties, such as washing windows, walls, floors, ceilings, control panels, and accessible lighting fixtures, pit lights, and navigation lights.
  • Operates and monitors a marine radio telephone.
  • Accurately records and reports all bridge-related activity.
  • Provides security to prevent vandalism.

Conditions of Employment

The Bridge Operator Lead Worker must be able to do the following:

  • Work on a 3-shift, rotating basis, including weekends and holidays.
  • Work alone in confined areas such as bridge pits and equipment rooms.
  • Work outdoors and withstand prolonged exposure to variable weather conditions.
  • Perform moderate physical labor, moving various pieces of mechanical equipment up to 50 lbs. unassisted; transferring objects weighing 10-20 lbs. frequently; stooping and bending; and performing tasks that require repetitive motion, such as shoveling snow.
  • Walk distances, climb stairs, and ascend circular ladders to heights of 50 feet.
  • Hear and see vessels, pedestrians, and motor vehicles, as well as operate controls, read scales and gauges, and view monitors and computer screens.
  • Wear personal protective equipment (PPE) as required.

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. One year of experience as a Bridge Operator.
  3. Valid driver's license at time of appointment and throughout employment.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of basic electrical and mechanical principles.
  • Ability to read and understand work-related documents such as manuals, policies, procedures, and governmental regulations.
  • Interpersonal and customer service skills to be able to effectively work with the owners and operators of commercial vessels, the Coast Guard, contractors, and the public.
  • Ability to acquire supervisory skills to be able to direct staff and make assignments.
  • Ability to shovel snow from assigned bridge and other bridges as needed.
  • Ability to use physical force to operate the hand crank for center lock and traffic gates.
  • Knowledge of safe work procedures and ability to perform work in a safe manner.
  • Ability to exercise care when using hand tools.
  • Ability to safely operate a motor vehicle.
  • Ability to troubleshoot and solve problems.
  • Ability to remain calm during emergency situations.
  • Honesty, integrity, and ability to use City resources responsibly.
  • Organizational, planning, and time management skills to meet assignment deadlines.

Current Salary

THE CURRENT SALARY RANGE (PR 8IN) for City of Milwaukee residents is $42,139-$47,077 annually, and the non-resident salary range is $41,105-$45,922.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Employee Relations and the Department of Public Works Infrastructure Division reserve the right to call only the most qualified candidates to oral exams, performance tests, or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
