Introduction

** THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY**

The position will be filled at the level of Purchasing Agent-Senior (PG 2FX) or Purchasing Agent (PG 2DN) depending upon the qualifications of the candidate and the needs of the Department of City Development. Eligible candidates who successfully complete the selection process will be placed on the highest level eligible list for which they qualify. The eligible lists resulting from this examination may be used to fill similar City of Milwaukee positions.

Purpose

Under the direction of the Procurement and Compliance Manager, the Purchasing Agent – Senior is responsible for the purchasing of materials, supplies, equipment, professional and maintenance services, and residential and rehabilitation contracting needed in the operation of the Redevelopment Authority (RACM) and the Department of City Development (DCD), in accordance with established purchasing policies and procedures.

Essential Functions

  • Develop and implement procurement procedures and policies.
  • Prepare requests for proposals and bid documents.
  • Arrange for formal advertising when required. Analyze and recommend awards to the lowest responsible and responsive bidder complying with specifications.
  • Negotiate contracts for the services of skilled craftsmen and consulting on cost estimates and specifications.
  • Prepare forms, purchase orders and contracts.
  • Correspond with vendors on purchases, deliveries and resolve any disputes.
  • Process requisitions for Redevelopment Authority and all City Development items.
  • Review and track contractor's payroll records for completeness and follow-up as needed.
  • Approve requests for payments to contractors relative to payroll submittals, compliance matters, and insurance updates.
  • Work with accounts payable/accounting staff to determine contract status and expenditure data information.

Minimum Requirements

  1. Purchasing Agent-Senior & Purchasing Agent: Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position. Bachelor’s degree in business administration, public administration, management, economics, marketing, or a related field from an accredited college or university.
  2. Purchasing Agent-Senior: Two years of experience in purchasing or a closely related field.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Experience in purchasing in the public sector, including purchasing involving buying on a competitive basis.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of methods and procedures for public sector procurement cycles.
  • Ability to perform job responsibilities with accuracy and attention to detail.
  • Excellent oral and written communication skills to professionally, effectively, and efficiently interact with a diverse group of internal and external customers.
  • Ability to prepare clear and concise correspondence, specifications, procedures, and reports.
  • Ability to be self-directed and work independently.
  • Ability to exercise independent judgment and maintain confidentiality.
  • Ability to read and interpret complex technical documents.
  • Knowledge of mathematics and the ability to make correct calculations to ensure accuracy.
  • Ability to master automated purchasing systems.
  • Proficiency using computer applications such as Microsoft Word, Microsoft Excel, and Oracle/PeopleSoft Financial Management Information System (FMIS).
  • Ability to independently plan, organize, and prioritize work to achieve objectives within deadlines.
  • Honesty, integrity, and adherence to accepted ethics and conduct principles and standards for purchasing professionals.

Current Salary

Purchasing Agent-Senior : The current salary range (Pay Range 2FX) for City of Milwaukee resident is $48,670-$67,616 annually, and the non-resident salary range is $47,476-$65,957. Appointment will be made in accordance with the provisions of the salary ordinance.

Purchasing Agent: The current salary range (Pay Range 2DN) for City of Milwaukee residents is $42,500-$59,498 annually and the non-resident salary range is $41,457-$58,038 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and Department of City Development reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

INITIAL FILING DATE- The selection process will be held as soon as practical after Friday, May 17, 2019. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the needs of the City have been met. Note: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
