Introduction

**This position is exempt from civil service and the incumbent serves at the pleasure of the Executive Director of the Fire and Police Commission. This selection process may be used to fill the current two vacancies in the Milwaukee Fire and Police Commission **

Purpose

As part of a dynamic, purpose-driven team, the FPC Investigator assesses, analyzes and investigates complaints filed against members of the Milwaukee Police Department (MPD) and the Milwaukee Fire Department (MFD) arising from alleged misconduct, including violations of departmental rules, policies, and procedures.

Essential Functions

Investigate Citizen Complaints

  • Investigate complaints of misconduct by obtaining and reviewing documents; interview witnesses, and collect, evaluate, and analyze information from various sources.
  • Maintain electronic records of all investigative files, tracks complaints; forward recommendations to the MPD and the MFD for follow-up.
  • Schedule and staff community outreach office hours at locations that are accessible to all residents; assist complainants in filing a complaint. Work in the field with complainants and witnesses.         
  • Prepare investigative reports and make recommendations to the Executive Director per the Milwaukee Code of Ordinances Chapter 314; maintain records and testify in FPC proceedings.  

Analyze Investigations 

  • Maintain a high degree of confidentiality and sensitivity when dealing with high profile complaints that generate high public and political interest.
  • Analyze and review statistics of citizen complaints; identify trends and corrective policy considerations.
  • Support ACLU Settlement Agreement-related compliance efforts involving the investigation and complaint process.

Conditions of Employment

  • Must be willing to work an extended schedule for successive days (i.e., 10-12 hour work days) on occasion as well as evenings and weekends to meet departmental needs.
  • Based upon each department’s responses to the COVID-19 pandemic and the needs of each department, employees may be expected to work from home intermittently or continuously.

Minimum Requirements

  1. Bachelor’s degree in criminal justice, police administration or a related field from an accredited college or university.
  2. Three years of experience investigating local, state or federal criminal/military offenses, insurance claims, administrative rule violations, police misconduct, or related complex civil or criminal violations.
  3. Must be able to pass a criminal justice information service (FBI) background investigation and clearance check.
  4. Candidates with previous experience as a local, state, or federal law enforcement officer must be separated from sworn service for at least five years.
  5. Valid driver’s license at time of appointment and throughout employment.  

Equivalent combinations of education and professional experience will be considered.

Knowledges, Skills, Abilities & Other Characteristics

  • Ability to learn and apply law enforcement methods, procedures, policies, and the laws governing and prescribing the powers and authorities of a law enforcement officer.
  • Knowledge of methods and techniques of civil and criminal investigations.
  • Ability to prepare investigative and activity reports, maintain records, and respond to correspondence and telephone inquiries.
  • Ability to gather evidence from a variety of sources, organize and analyze the evidence, and draw logical conclusions.
  • Ability to use reasoning to gather information, apply tests of law, rules, and regulations, and make independent determinations of their applicability and enforceability.
  • Ability to communicate effectively orally in order to present to the findings publicly including to the Board of Commissioners of the Fire and Police Commission.
  • Ability to communicate effectively in writing, in order to present investigations findings in writing to the Executive Director and complainants.
  • Ability to read and interpret work-related documents.
  • Ability to retain a large quantity of written and non-written information.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.
  • Ability to maintain composure during stressful situations.
  • Ability to communicate with and gain the cooperation of others.
  • Awareness of the cultural diversity of the public safety departments and the community.
  • Ability to apply basic statistical analysis skills using computer technology and software.
  • Ability to assist in developing policy decisions and departmental planning.
  • Expertise in interviewing witnesses and accurately and concisely documenting interviews.

Current Salary

The current salary range (2HX) is $54,865-$76,806, and the resident incentive salary range for City of Milwaukee residents is $56,511-$79,110.  Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the Fire and Police Commission reserve the right to call only the most qualified candidates to oral exams, performance tests or personal interviews.
