Introduction
**THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY**
Purpose
Essential Functions
- Prepare contracts for grant funded organizations; review and process invoices, payment vouchers and related documentation.
- Enter set-up, payment, encumber, amend and close accounts for all HUD funded projects.
- Gather information from feasibility packages and applications for use in establishing accounts, files and related programmatic records.
- Interact with directors and managers of community based organizations, City departments and HUD (by phone) to discuss and resolve payment, reporting and accounting issues.
- Reconcile HOME funds with records of HUD, the Community Development Grants Administration (CDGA) and the Comptroller’s Office.
- Perform payroll clerk functions for the (CDGA).
- Provide CDGA management staff with financial and activity status reports under the HUD programs. Control equipment inventory and purchases for the (CDGA.

Minimum Requirements
- Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
- A bachelor’s degree in business or public administration, accounting or a related field from an accredited college or university OR four years of progressively responsible accounting or payroll experience.
Equivalent combinations of education, training and experience may also be considered.

Knowledges, Skills, Abilities & Other Characteristics
- Knowledge of governmental accounting, payroll and budgeting.
- Ability to master grant accounting and learn related state and federal grant procedures.
- Knowledge of mathematics and the ability to make accurate calculations.
- Ability to read and interpret complex job-related documents.
- Ability to utilize related computer software programs including Word, Excel, Financial Management (FMIS), and PeopleSoft.
- Ability to prepare accurate and effective written communications, including reports, memos, letters, and other documents.
- Ability to problem solve, apply critical thinking and trouble-shooting skills.
- Ability to provide excellent customer service to City Departments and the public.
- Ability to verbally communicate effectively to colleagues, department heads, community based organizations and members of the public.
- Ability to listen well and to communicate effectively both in person and over the telephone.
- Ability to work independently, prioritize tasks and follow through on assignments to completion.
- Ability to work cooperatively with team members and serve as back-up on critical job functions shared among a small work team.
- Ability to perform work with a high degree of accuracy and detail.
- Ability to work in a diverse, collaborative, time-sensitive environment, managing multiple tasks that are deadline-driven.
- Ability to work effectively and positively with people whose backgrounds may differ from one’s own.
- Ability to remain professional at all times.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Employee Relations reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
NOTE: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
