Purpose

The Harbor Crane Operator is responsible for loading and unloading ships and railroad cars at the Port Milwaukee facility, using cranes of various kinds and capacities.

Essential Functions

Crane Operation        

  • Operate electric, hydraulic, diesel electric or diesel-powered gantry, locomotive, truck, still-leg and crawler cranes with capacities of 35 to 300 tons.         
  • Using hook block of different capacities, magnets, buckets, grapples or automated container racks, load cargo into and out of vessels and barges and to railroad cars and trucks.         
  • Rig cranes for various types of work and perform required inspection, maintenance, and repairs; schedule and perform required inspections of cranes.         
  • Repair and maintain all Port cranes; assist in the major maintenance of cranes with outside vendors.

Conditions of Employment

The Harbor Crane Operator must be willing and able to do the following:         

  • Be available for emergency and overtime work at any hour, for prolonged periods, seven days a week.         
  • Meet physical qualifications and requirements under OSHA Regulations (1917.27(2)).         
  • Lift and carry up to 20 pounds of equipment/material alone and more with assistance.         
  • Climb several stories on outside ladders to reach the control rooms of cranes.        
  • Wear proper Personal Protective Equipment (PPE).         
  • Work in inclement weather for extended periods of time.

Minimum Requirements

  1. Valid driver’s license at time of appointment.       
  2. Wisconsin Commercial Driver License (CDL) within six months of appointment.      
  3. Transportation Worker Identification Credential (TWIC) issued by the U.S. Transportation Security Administration (TSA) within six months of employment with the Port.

NOTE: To obtain a TWIC, an individual must provide biographic and biometric information such as fingerprints, sit for a digital photograph, and successfully pass a security threat assessment conducted by TSA. To learn more, visit http://www.tsa.gov

Desirable Qualifications

  • Experience as a crane operator.         
  • Experience as a heavy equipment operator.         
  • Certified Crane Operator (C.C.O) Certification.

Knowledge, Skills, Abilities & Other Characteristics

Technical        

  • Ability to diagnose and repair mechanical, electrical, and hydraulic problems on heavy equipment/cranes.         
  • Knowledge of transmissions.        
  • Knowledge of job-related tools, materials and methods.        
  • Knowledge of cranes and related equipment, including gantry, truck crawler, and stiff-leg type cranes.         
  • Knowledge of cranes with different power plants, including electric, hydraulic, straight diesel, and diesel-electric types.         
  • Knowledge of various cargo-handling equipment, including hook blocks, magnets, buckets, grapples, and automated container racks.         
  • Knowledge of crane signals for cargo handling.         
  • Knowledge of safety principles and practices and ability to perform all duties in a safe manner.         
  • Skill in operating cranes with capacities from 70 to 300 tons.         
  • Skill in rigging cranes for various types of work.         
  • Skill in inspection, repair, and maintenance of various types of cranes.         
  • Ability to maintain and repair heavy equipment.        
  • Ability to load and unload cargo from ships, barges, railroad cars, and trucks.

Communication and Interpersonal        

  • Ability to effectively communicate with coworkers and managers to ensure that tasks and work assignments get accomplished.         
  • Ability to interact effectively with contractors, consultants, fellow employees, and the public.         
  • Customer service knowledge and skills to serve the public in a positive manner.         
  • Ability to work as part of a team.                  
  • Ability to work cooperatively and fairly with others whose backgrounds may differ from one’s own.

Current Salary

The current starting salary (PG 8QN) is $62,931-$68,583 and the resident incentive starting salary for City of Milwaukee residents is $64,819-$70,640. Appointment will be made in accordance with the provisions of the City of Milwaukee Salary Ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
