Purpose
Under the direction of the Health Budget and Administration
Manager, the Management Accountant Senior assists in monitoring the budgetary
and financial administration of operations and maintenance (O&M), grant and
capital funds, and procurement and accounts payable activities. This position
also assists in planning, implementing, and supervising departmental accounting
and budgeting activities for the City of Milwaukee Health Department (MHD)
grants.
Essential Functions
- Perform accounting, reporting and billing for operating, reimbursable, and grant projects and contracts, and fixed assets.
- Coordinate with program managers for timely submission of financial documentation and expenditure reporting.
- Ensure the proper charging of salary, fringe, and indirect charges to grant programs, contracts, reimbursable funds, and various work orders.
- Maintain records and documentation for contracts, billing, receivables and payables to ensure compliance; respond to audits.
- Develop and distribute internal reports for departmental management on grant and project spending, revenue, and other key fiscal topics.
- Assist the Health Budget and Administration Manager in the preparation of the annual MHD budget, including analyzing and summarizing operating expenditure and salary data.
- Monitor MHD budget accounts, maintain expense and revenue records and prepare reports.
- Work in partnership with other City departments, auditors, state and federal grantors, and MHD staff to resolve conflicts and problems.
- Assist in tracking and monitoring the MHD’s performance and outcome measures as identified in the strategic plan and budget.
- Create, update and train MHD staff on policies and procedures related to procurement, contract administration, accounts payable, and billing.
- Work with the Mechanical Maintenance Supervisor to procure service contracts for new and on-going capital improvement projects.
- Monitor the capital improvement project accounts and prepare periodic reports.

Minimum Requirements
- Regular Status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
- Bachelor’s degree in accounting, finance, business administration or a closely related field from an accredited college or university.
- One year of accounting or financial experience.
Equivalent combinations of education and experience may also
be considered.

- Knowledge of the principles and practices of governmental accounting, budgeting, and the analysis and reporting of financial data.
- Ability to master grant accounting and learn related state and federal grant procedures.
- Commitment to keeping up-to-date with best practices in accounting.
- Ability to read, understand, and interpret complex work-related documents such as contracts, budgets, financial statements, accounting policies and procedures, corporate documents, and audit reports.
- Ability to proficiently use spreadsheets, databases, word processing software, and statistical programs.

- Skill in conducting research, analyzing complex issues, and formulating recommendations.

Current Salary
The current salary range (2EX) $49,643-$64,695 annually,
and the resident incentive salary range for City of Milwaukee residents
is $51,133-$66,636 annually. Appointment will be made in
accordance with the City of Milwaukee Salary Ordinance.
Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Milwaukee Health Department reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
INITIAL FILING DATE: The selection process will be held as soon as practical after Friday, February 18, 2022. Receipt of applications may be discontinued at any time after this date without prior notice. However, recruitment may continue until the needs of the City have been met.
NOTE: Transfer/Promotional Opportunities and
Promotional Examinations are not open to Milwaukee Public Schools employees or
to the public. Only current City of Milwaukee employees and civilian personnel
in MFD and MPD hired through a City Service Commission process who have
successfully passed a probationary period for a Civil Service position or who
have status as a City of Milwaukee employee in a fixed term position will be
considered. Individuals with exempt, provisional, temporary, or emergency
appointments are not eligible for transfer.
