Purpose

The Parking Enforcement Supervisor supervises parking enforcement staff engaged in enforcing City of Milwaukee parking regulations, towing illegally parked and abandoned vehicles, and responding to resident complaints. The Parking Enforcement Supervisor assists in coordinating the City’s Parking Information Desk, a 24‑hour operation that processes requests for towing services and dispatches tow equipment.

Essential Functions

OPERATIONAL

  • Supervise and deploy Parking Enforcement Officers to enforce the City’s parking regulations effectively and efficiently.
  • Supervise the City’s Parking Information Desk employees to ensure staff is effectively processing tow requests and dispatches.
  • Assist in training Parking Enforcement Officers in the use of proper safety techniques and other departmental protocol.

 

OUTREACH AND ADMINISTRATIVE

  • Respond to complaints, disputes, requests for service, and inquiries made by residents, business representatives, City staff, and elected officials.
  • Represent the Department of Public Works (DPW) Parking Enforcement Division at various community and public meetings.
  • Assist in researching various issues and prepare and maintain reports and documents.

The Parking Enforcement Supervisor must be willing and able to do the following:

  • Work all shifts and long hours, including evenings, weekends, and holidays and during snow emergencies; be available for snow and ice patrol rotation during October-May.
  • Perform medium physical work, including exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Walk long distances, reach, grasp, and using repetitive motions.
  • Withstand outside environmental conditions, including extreme weather conditions.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Four years of progressively responsible experience in governmental (or similar) public works field operations, e.g., parking enforcement, towing, recycling and sanitation, transportation, or waterworks.
  3. Valid driver’s license at time of appointment and throughout appointment.

Desirable Qualifications

  • Experience in parking, municipal towing, vehicle recycling or disposal, snow and ice control, or other emergency response operations.
  • Postsecondary education in business administration, public administration, transportation, or a related field from an accredited college or university.

  • Proficient computer and keyboarding skills to include a working knowledge of current software applications (i.e., PeopleSoft, Microsoft Word, Excel and database programs).

Current Salary

The current salary range (Pay Range 1AX) is $49,643-$64,695 annually, and the resident incentive salary range for City of Milwaukee residents is $51,133-$66,636. Appointment will be made in accordance with the provisions of the salary ordinance.


Please note: Parking Enforcement Supervisors, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, will receive 4.8% additional biweekly salary as compensation for such over-time work.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. DPW-Operations Division reserves the right to call only the most qualified candidates to oral exams, performance tests, or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Only current non-probationary City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process or who have status as a City of Milwaukee employee in a fixed term position will be considered.
