Purpose

The Water Distribution Operations Manager ensures the efficiency and effectiveness of the day-to-day operations of the Milwaukee Water Works (MWW) Distribution Section.  The incumbent works closely with the Water Distribution Manager to set goals, establish policies and implement procedures and is responsible for personnel management of the Section.

Essential Functions

Section Operations and Management

  • Provide guidance and mentorship to the Water Distribution Scheduling Manager and Water Distribution Construction managers.
  • Ensure action items are implemented to meet the Section’s objectives; set deadlines and monitor results.
  • Manage the Water Distribution Investigators and Water Repair Workers assisting with investigations to effectively meet customer needs and ensure timely responses to requests for utility services or emergencies.
  • Coordinate staff from all five Distribution work units and manage daily, weekly and annual schedules to ensure 24/7 staff coverage and equitable distribution of assignments; ensure that the priorities of the utility are met.
  • Oversee the new employee orientation, provide staff training, enforce rules and policies to ensure compliance, and align objectives throughout the Section and utility. Schedule training for new equipment, tools and procedures. Maintain detailed records of all training.
  • Coordinate information with the Meter Services and Customer Service units.
  • Ensure supervisors maintain compliance with documented procedures and practices.
  • Oversee the Section’s safety program.
  • Provide progress and annual reports.

Program Management

  • Coordinate with Engineering and Plants for the repair and maintenance of the 24” – 60” feeder main system, valves and appurtenances.
  • Develop main shutoff protocols to include all valves, air vents, and intersecting mains; identify pressure districts, determine duration of outage and confirm coordination and start date.
  • Manage the large valve exercise, maintenance and replacement program.
  • Identify feeder mains in need of joint rehabilitation and coordinate program in conjunction with Water Engineering.
  • Manage, coordinate and document the field operations related to large valves and conduct main cutting, pressure tests and chlorination for all feeder main projects.

Inventory, Vehicles, and Equipment Coordination

  • Coordinate with DPW Infrastructure and Inventory managers to ensure that adequate inventory levels are maintained to meet the workload needs of Distribution field activities.
  • Communicate information regarding upcoming projects and the materials needed.
  • Research new materials, tools, equipment, and vehicles to enhance Distribution operations.
  • Provide annual budget requests for additional and replacement vehicles and equipment to the Water Distribution Manager for review.

Customer Service and Special Projects

  • Respond to requests from elected officials and customers by investigating and researching concerns and provide timely, professional and effective resolutions.
  • Manage keys and the timekeeping system.
  • Oversee the operations of the Distribution facilities including the office, shops, garage, yard and other common areas.
  • Coordinate Distribution activities for outreach efforts such as garden plots, special events and cool spots.
  • Serve as the liaison to various water industry organizations and other agencies.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Bachelor of Science Degree in engineering, water technology, chemistry, or a related field from an accredited college or university.
  3. Five years of progressively responsible experience in the supervision of field repair, maintenance, construction or engineering design.
  4. State of Wisconsin DNR Waterworks Operator Class 1-Subclass D Distribution System Certification within six months of appointment and throughout employment.
  5. Valid Wisconsin driver’s license at time of appointment and throughout employment. Private automobile allowance may be paid pursuant to Section 350-183 of the Milwaukee Code. 
Equivalent combinations of education and experience may be considered. For example, an Associate degree in engineering, water technology, chemistry, or a related field from an accredited college or university and seven years of progressively responsible experience in the supervision of field repair, maintenance, construction or engineering design may be considered equivalent.

  • Designation as a Certified Public Manager.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of construction principles and practices. 
  • Ability to learn plumbing, water distribution and underground utility installation practices.
  • Ability to read and interpret construction plans, blueprints and Geographic Information System (GIS) maps.
  • Knowledge of tools, materials and equipment used to conduct repair and maintenance of the water distribution system.
  • Ability to learn and apply state and federal regulations regarding water distribution system repair and maintenance requirements.
  • Ability to learn and apply state and federal regulations regarding employee and public safety regulations. 
  • Ability to learn Esri (ArcGIS), Lead Service Line (LSL) database and other water-related databases.
  • Ability to proficiently use the Microsoft Office suite.
  • Knowledge of business principles, such budgeting and capital expenditures.
  • Knowledge of human resources policy and procedures.
  • Ability to learn and apply the MWW work rules and City of Milwaukee regulations.

  • Knowledge of management principles.
  • Ability to effectively lead, mentor, develop and provide guidance to staff members and to foster employee career development.
  • Ability to delegate work effectively, monitor employee output, and address sensitive performance issues.

Current Salary

The current salary range (1JX) is $103,826-$117,177 annually, and the resident incentive salary range for City of Milwaukee residents is $106,941-$120,692 annually. Appointment will be made in accordance with the provisions of the Salary Ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Employee Relations and the Milwaukee Water Works reserve the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
