Purpose

The Lead Parking Enforcement Officer assists the Parking Enforcement Supervisor in ensuring consistency and efficiency in parking enforcement activities, including developing policies and procedures, handling parking inquiries and complaints from the public and elected officials, processing night parking permissions, and managing vehicle towing dispatch operations.

Essential Functions

SUPERVISION – PARKING OPERATIONS

  • Ensure the enforcement of parking regulations through customer coaching, citation issuance, vehicle towing stemming from complaints from the public and elected officials and identification of illegally parked and abandoned vehicles.
  • Assist with mentoring and coaching parking enforcement personnel, including Parking Enforcement Officers and Communication Assistants; schedule staff, make assignments, and conduct informational roll calls.
  • Use software to remotely monitor staff productivity, coverage, and compliance.
  • Review and train patrol strategies for Parking Enforcement Officers to maximize productivity, safety, and efficiency.
  • Review assigned routes and complaint requests.
  • Ensure that Parking Enforcement Officers properly identify and report stolen autos.
  • Use the Automated License Plate Recognition System (ALPR) or other means to identify illegally parked and/or scofflaw vehicles. Accurately enter vehicle and location data. Create electronic notes and photographs.
  • Oversee parking meter hooding and hood removal, identify and report defects, and make requested repairs to parking meters.
  • Assist with recording routes for special events and identifying inadequate signage, while checking for accuracy of the signs.
  • Oversee field parking enforcement activities and ensure that staff is providing accurate parking information to the public.
  • Serve as liaison between the Parking Enforcement and Tow Lot Operations.

SPECIALIZED PARKING ENFORCEMENT DUTIES

  • Serve subpoenas to Parking Enforcement staff.
  • Schedule and provide reminders for staff who must appear in court.
  • Assign staff to or provide traffic control at accident or incident scenes.
  • Assign or provide school crossing control.
  • Assign or assist with emergencies by requesting services.
  • Complete written documentation and reports.
  • Report law violations to the non-emergency number.

Conditions of Employment

The Lead Parking Enforcement Officer must be willing and able to do the following:

  • Work any shift, including weekends, holidays, and rotating shifts.
  • Work independently from various locations from an assigned vehicle, by bicycle, or on foot; safely operate City of Milwaukee vehicles.
  • Climb, balance, crouch, stand and walk.
  • Perform repetitive motions (i.e., entering and exiting a vehicle with an above-standard vehicle height and reaching with one or both arms fully extended hundreds of times per shift).
  • Exert up to 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects.
  • Withstand variable outdoor environmental conditions (e.g., extreme heat and cold, wind, rain, and snow), noise, and vibration.

Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Two years of previous parking enforcement experience that involved detailed data entry.
  3. Valid driver’s license and a good driving record at the time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Associate degree in business administration, criminal justice, or a related field from an accredited college or technical school.

  • Thorough knowledge of parking operations and practices.
  • Ability to learn and use departmental computer equipment and software applications.
  • Data entry skills to accurately and efficiently enter data and reports into the parking database system.
  • Ability to read and interpret work-related documents. 
  • Ability to recognize city streets, names, locations, and boundaries on maps or by electronic means.

Current Salary

The current salary range (Pay Range 5EN) is $51,644-$61,424 annually, and the resident incentive salary for City of Milwaukee residents is $53,193-$63,267 annually. Appointment will be made in accordance with the provisions of the City of Milwaukee salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Public Works reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
