Introduction

Purpose
Working within the Department of Public Works (DPW) Electrical
Services, the Painter 4 performs painting functions related to pavement
markings, field hardware, screen preparation, and signs and printing.
Essential Functions
General Painting
- Paint lane lines, center lines, bike lanes, metal parts, metal enclosures, and special purpose marking and or lines.
- Screen print various signs and decals; stencil screens.
- Use the computer and plotter to produce signs.
- Properly store and maintain all painting equipment used for pavement markings and sign making.
Conditions of Employment
The Painter 4 must be
willing and able to do the following:
- Perform physically demanding work, including lifting and carrying 75 lbs. or more of equipment or material on a daily basis.
- Wear a respirator and other personal protective equipment (PPE) while completing regular duties, including operating spray equipment.
- Work at heights of up to 20 feet, in confined spaces, including spray booths, and in variable temperature conditions.
- Bend and stoop to conduct work.
- Erect and work from ladders, scaffolding, and swing stages.
- Work outdoors in variable environmental conditions.
- Physical/lift test
- Audiogram
- Vision
- DOT – Drug Test
Minimum Requirements
- Four years of professional painting experience related to the essential functions outlined above.
- Valid driver's license at time of appointment and throughout employment.
- Valid Class B and C Commercial Driver’s License (CDL) without air brakes restrictions within six months of appointment and throughout employment. Note: DPW Fleet Services will provide education and training for employees who are required to obtain a CDL for their position with the City. It is the employee's responsibility to obtain their CDL.
1. Passing the General
Knowledge and Air Brakes portions of the Commercial Driver’s License test given
by the State of Wisconsin Department of Motor Vehicles (DMV), AND
2. Passing a road test
administered by an approved third-party administrator.

Desirable Qualifications
- Experience in the operation of road marking equipment.
- Experience with screen printing.
Knowledge, Skills, Abilities & Other Characteristics
Technical
·
Knowledge of the procedures, methods, and practices of the
painting trade.

Knowledge of different paints and solvents and their practical
uses.
·
Knowledge of and skill in using the hand tools and equipment
used in painting.
·
Knowledge of mathematics to calculate time and material
estimates.
·
Skill in the use, care, and operation of painting equipment.
·
Ability to mix and match paints.
·
Ability to read work-related documents such as instructions,
procedures, and policies.
·
Ability to read blueprints and specifications to determine work
requirements.
Safety and Judgment
·
Knowledge of and ability to follow safety precautions relating
to paint and other chemicals used on the job.
·
Ability to safely erect and work from ladders, scaffolding, and
swing stages.
·
Ability to problem-solve by taking projects and breaking them
down into manageable steps.
·
Ability to prioritize, organize, and accomplish work assignments
by required deadlines.
Interpersonal
·
Ability to follow directions presented in both verbal and
written forms.
·
Ability to represent the City of Milwaukee positively and to
interact with customers in a tactful and professional matter.

Verbal communication
skills to interact clearly with managers, contractors, customers, and other
staff.

Ability to effectively lead the work activities of other
employees engaged in painting assignments.

Current Salary
The current salary (Pay Range 7IN) is $76,488-$97,635 annually and the resident incentive salary range
for City of Milwaukee residents is $78,782-$100,565
annually. Appointment above the minimum is possible based upon level of
experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
