Purpose

The Business Finance Officer serves as a member of the City Attorney’s Office administrative team complementing the efforts of the City Attorney, Deputy City Attorneys and administrative support personnel. This position oversees administration and analysis of the department’s budget and financial operations, monitors expenditures and revenues, and provides direction and supervision to staff whose duties relate to budget and finance.

Essential Functions

  • Manage and oversee all aspects of the City Attorney’s Office financial operations, including O&M, purchasing, accounts payable, accounts receivable, capital, special purpose accounts, inventory control and the department’s payroll and Procard administration.
  • Develop and administer budget policy, procedures and strategy through budget research, analysis of historical performance, cost control implementation and evaluation of future opportunities and communicate performance to the City Attorney and Deputy City Attorney.
  • Work in concert with management to plan, develop and prepare overall City Attorney’s Office budget, including serving as a liaison with the Budget Division in the Department of Administration.
  • Provide supervision and direction to the IT Support Specialist-Senior to administer interdepartmental reimbursable (IRI) billing and assess and coordinate departmental IT information needs, systems, and applications.
  • Provide supervision and direction to a Program Assistant I as it relates to payroll, purchasing, accounts payable, and accounts receivable/invoices.
  • Oversee departmental purchasing, accounting procedures, grants administration, bid approvals and payments for services.
  • Represent the department on fiscal issues before various committees and develop departmental budget and fiscal presentations.
  • Research and analyze budgets of City Attorney Offices of communities of similar size, organization, and structure for the purpose of developing innovative management concepts and best practices.
  • Assist the administrative team in establishing and maintaining departmental policies, goals, objectives and procedures related to budget and finance. 
  • Assume responsibility for the supervision of the day-to-day operations of the support staff and IT support in the absence of the department’s Personnel Officer and the IT Support Specialist-Senior.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position.  
  2. Bachelor’s Degree in business administration, accounting, finance, public administration, or a closely related field from an accredited college or university.  
  3. Three years of progressively responsible professional experience in budget, financial management, or policy/productivity analysis.

Equivalent combinations of education and experience may be considered.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of accounting, budgeting and financial management.
  • Knowledge of budget development and preparation.
  • Knowledge of financial operations including operations/maintenance, capital, purchasing, accounts payable/receivable, invoice/inventory controls, and grants.
  • Knowledge of principles and practices related to grants, including coordination, implementation, administration and compliance reporting requirements.
  • Knowledge of the laws, rules, and regulations governing the practices and procedures of human resources.
  • Knowledge of purchasing principles and practices. 
  • Skill in developing revenue and capital budget forecast.
  • Ability to confidently speak and present financial information to various audiences including staff, elected officials, Common Council members and other policy-making committees.
  • Ability to prepare and defend the budget and manage financial activities of the department.
  • Ability to establish and implement fiscal policy.
  • Ability to perform financial analysis.
  • Ability to administer work rules, policies and procedures.
  • Ability to use standard computer software and working knowledge of database, payroll and finance software systems such as Peoplesoft/Oracle Financial Management System (FMIS), CityTime and the internet.
  • Ability to use mathematical and statistical concepts and the ability to make accurate calculations to execute various functions such as budgeting, accounting and reporting.
  • Ability to function with a high degree of integrity, confidentiality and ethical values due to working with security access to City-wide networks and information protected by law.
  • Ability to use logic and reasoning to identify problems and make sound decisions, including situations in which only limited information is available.
  • Ability to practice active listening by giving full attention to what other people are saying, taking time to understand the points being made, and asking questions as appropriate.

Current Salary

The current salary range (Pay Range 2HX) for City of Milwaukee residents is $54,865-$76,806 annually, and the non-resident salary range is $53,519-$74,922 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and the City Attorney’s Office reserve the right to call only the most qualified candidates to oral exams, performance tests, or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

NOTE:  Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
