Purpose

Under the direction of the Business System Administrator, the Property Assessment Technician is responsible for maintaining property ownership and legal description records within the Assessor’s computer aided mass appraisal (CAMA) system.

Essential Functions

  • Identify documents that trigger changes in property boundaries and/or legal descriptions and determine when such changes should be recorded in the assessment roll.
  • Manage property records in the Assessor’s CAMA system by updating, dropping, and adding new records to the assessment roll to reflect changes in property boundaries and/or legal descriptions.
  • Assign tax keys and write new legal descriptions for affected properties and maintain records of new subdivisions, certified survey maps and condominiums.
  • Verify property descriptions on real estate transfer returns and deeds through various legal sources and/or GIS software/web maps.
  • Meet with the public and employees of governmental agencies on matters involving discrepancies in property descriptions and other related issues concerning real property.
  • Coordinate property data with City staff in other departments and participate in intra/inter departmental meetings.

Minimum Requirements

  1. Two years of experience performing real estate title work and/or land descriptions, listing properties and/or abstracts, and/or performing duties closely related to the essential functions above.
  2. Wisconsin Department of Revenue Assessment Technician certification within six months of appointment.

Desirable Qualifications

  • Associate’s degree in real estate or a closely related field from an accredited college.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of real estate title work and land descriptions.
  • Knowledge of state and municipal law regarding document recording and land descriptions.
  • Knowledge of architectural and building construction terminology.
  • Knowledge of ArcGIS mapping software.
  • Knowledge of web-based GIS map applications.
  • Ability to use standard software programs such as word processing, database, spreadsheet and email.
  • Ability to read and interpret technical documents, platting maps, and government regulations.
  • Ability to compute and apply basic math; including fractions, decimals, percentages, areas, and ratios.
  • Ability to create and maintain accurate documentation, with attention given to detail.
  • Ability to work as a member of a team and to perform work independently.
  • Effective oral communication skills to accurately communicate information to citizens, co-workers and other City departments.
  • Written communication skills to develop professional/technical correspondence and reports.
  • Ability to work cooperatively and effectively with coworkers and citizens whose backgrounds may differ from one’s own.

Current Salary

The current starting salary (PG 3IN) for City of Milwaukee residents is $43,298 annually and the non-resident salary is $42,236 annually.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.

INITIAL FILING DATE - The examination will be held as soon as practical after Friday, September 28, 2018. Receipt of applications may be discontinued at any time after this date without prior notice.
