Purpose

Under the direction of the Sanitation Services Manager, the Sanitation Project Analyst facilitates and supports the planning, implementation, monitoring and overall management of sanitation specific projects including operations, communications and outreach, procurement, and pilot programs.

Essential Functions

  • Coordinate internal resources and third parties/vendors as necessary for the execution of sanitation-related projects and outreach programs.
  • Coordinate and manage all projects to ensure they are delivered on-time, within scope, and within budget.
  • Develop project scopes and objectives, ensuring relevant stakeholders are included, that are technically feasible.
  • Develop detailed project plans and measure project performance using appropriate systems, tools, and techniques.
  • Maintain comprehensive project documentation, including the development of standard operating procedures; serve as a resource for implementing piloted projects across different areas of the division.
  • Design and improve data management and reporting systems to support departmental analysis and to facilitate planning and decision making.
  • Work with a team to plan public outreach strategies; execute educational activities, communications, and programs through internal and external resources.
  • Conduct in-depth research and analysis of various waste management issues such as program participation, diversion, recycling, personnel deployment and budget and resource allocation.
  • Review and analyze rules, regulations, policies and procedures of the DPW Sanitation and other similar departments around the country.
  • Recognize and identify trends in sanitation operations.
  • Prepare analyses, summaries, and reports in response to requests for information.  
  • Provide information for periodic reports such as internal annual reports, State of Wisconsin applications and reports, and project summary reports.
  • Assist in managing the tasks, projects, reports, and requirements of the intergovernmental agreement between the City of Milwaukee and Waukesha County relative to the management of the Joint Materials Recovery Facility.

Conditions of Employment

  1. Must be able to work in an environment with exposure to heat, cold, noise, and dust.
  2. Must be available to work beyond assigned shifts to respond to various emergencies. Snow and ice operations and other emergencies may require Sanitation Project Analyst to work at any time during the day or night, any day of the week.
  3. Appointment to the Sanitation Project Analyst position within the DPW requires residency within 15 miles of the jurisdictional boundaries of the City of Milwaukee within six months of appointment and throughout appointment to the position pursuant to Rule III, Section 4(g) of the Rules of the City Service Commission. Minimum Requirements

  1. Regular status as City of Milwaukee employee, having successfully completed a probationary period for a civil service position.
  2. Bachelor’s degree in environmental science, public administration, business, communications, public relations, journalism, education or a closely related field from an accredited college or university.
  3. One year of professional work experience in the field of recycling, solid waste management or other environmental field.
  4. Valid State of Wisconsin driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may be considered.

  • Knowledge of current practices and procedures related to sanitation services and solid waste management.

  • Ability to understand and develop knowledge of modern principles and practices of waste reduction, solid waste management, and recycling, including terms, systems, and procedures.
  • Ability to learn, interpret and apply State of Wisconsin recycling requirements.

  • Written communication skills, including the ability to prepare clear and concise analyses, summaries and reports.

Current Salary

The current salary range (Pay Range 2FX) for City of Milwaukee residents is $48,670-$67,616 annually, and the non-resident salary range is $47,476-$65,957. Appointment will be made in accordance with the provisions of the salary ordinance.

The Sanitation Project Analyst, if certified by the Commissioner of Public Works as being, when appropriate, regularly involved in snow and ice control operations which result in an excessive amount of overtime work, will receive 4.8% additional biweekly salary as compensation for such over-time work.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and Department of Public Works-Operations-Sanitation reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

Note: Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
