Purpose

THE PURPOSE:  The Fire Protection Engineer III conducts plan review of fire alarm and other fire protection systems in commercial, industrial and residential buildings to ensure compliance with applicable codes.  

Essential Functions

  • Review shop drawings for all fire alarm and other fire protection installations for compliance with code requirements.  Review and process plans and permits.
  • Provide technical advice to design professionals by performing a risk analysis of buildings and by providing guidance on how adaptive reuse of an existing building can be achieved with appropriate use of fire prevention techniques. 
  • Evaluate alternate means and methods for achieving code compliance.
  •  Evaluate the storage, handling and use of flammable and combustible materials and hazardous material compliance with fire codes, standards and other regulations.
  • Provide training and guidance to DNS staff in the areas of fire protection, fire alarm systems and the storage and processing of hazardous materials. Identify improvements and changes needed in ordinances, policies, and code provisions and draft suggested changes for review.

Minimum Requirements

1. Bachelor’s degree in fire protection engineering or a closely related field from an accredited college or university.

2. Four years of experience in fire protection systems, building inspection or a closely related field, working with the State of Wisconsin Commercial Building Code, the International Fire Code and the National Fire Protection Association Standards.  Relevant experience includes the design, review, installation or inspection of fire protection and life safety systems, along with the administration and enforcement of relevant codes.                        

Equivalent combinations of education and experience may be considered.

3. Valid driver’s license at time of appointment and throughout employment.

4. Possession of the following certifications as a condition of passing probation: State of Wisconsin Commercial Building Code and International Code Council Fire Plans Examiner and National Fire Protection Association Fire Protection Examiner or Certified Fire Plans Specialist.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of the International Fire Code Council’s International Fire Code and the referenced National Fire Protection Association standards relating to fire protection and alarm systems.
  • Knowledge of or ability to learn the current State of Wisconsin Commercial Building Code.     
  • Ability to conduct a risk analysis to evaluate existing buildings for required fire protection systems.
  • Knowledge of and ability to work with computer applications, including database, spreadsheet, word processing, and presentation software.
  • Effective decision making skills.     
  • Ability to work effectively with a variety of people.      
  • Ability to be tactful, diplomatic and discrete when interacting with others.     
  • Ability to work independently and to make independent decisions.      
  • Ability to build and maintain good working relationships with a multi-cultural, multi-disciplinary staff, the public, various City of Milwaukee Officials and other agencies.      
  • Ability to identify and analyze complex problems.      
  • Ability to plan, establish priorities and complete work.   
  • Judgment and problem-solving ability.       
  • Oral communication skill, including the ability to convey the results of a fire protection risk assessment to customers including designers, architects, engineers, property owners and tenants.     
  • Skill in written communication in order to write reports, notes and policies and procedures.     
  • Ability to provide training for staff in the areas of fire protection and fire alarm systems, hazardous and combustible materials storage and processes.

Current Salary

The current salary range (2 JN) is $70,334-$87,270 and the resident incentive salary range for City of Milwaukee residents is $72,444-$89,888,   Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

The selection process will be job-related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
