The Department of Public Works, Transportation Division is seeking college students enrolled in a related engineering or planning program to fill part-time, year-round positions.  Students will gain valuable experience in transportation operations with the potential for advancement to full-time employment.

This is a part-time position and hours cannot exceed 1,040 hours per year.


Under the general direction of the Transportation Engineering Planner, the Traffic Operations Assistant performs traffic studies and compiles and analyzes data related to transportation functions.

Essential Functions

  • Perform field observation of traffic conditions and collection of data relative to vehicular, pedestrian and bicycle volumes, speeds, signal operational elements, parking availability and usage.
  • Summarize traffic data and complete calculations on traffic characteristics, such as peak traffic flow rates, average speed and travel times, signal phase length and saturation flow rates.
  • Enter data collected from the field into microcomputer and GIS geocoding databases.
  • Prepare base maps, engineering plans and documents, write engineering reports and prepare work orders.
  • Assist staff in the field layout of traffic control devices.
  • Evaluate and rate the condition of existing traffic control devices.

Conditions of Employment

  • Must be able to work outdoors in adverse weather conditions.
  • Must be able to safely perform work in proximity to live traffic conditions.
  • Must be able to perform light physical work exerting up to 10 pounds of force and perform physical activities in the work environment that require agility, including walking, standing, climbing stairs, crouching, stooping, and reaching.

Minimum Requirements

1.      Current enrollment as a sophomore or higher at an accredited college or university in civil engineering, urban community planning, civil engineering technology, transportation planning, architecture or a closely related field.

2.      Valid driver’s license at time of appointment and throughout employment.   Equivalent combinations of education and experience may be considered

Desirable Qualifications

  • Familiarity with methods outlined in the Highway Capacity Manual, the Manual on Uniform Traffic Control Devices, GIS, and traffic signal operating characteristics.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of the methods used in traffic control studies.
  • Written communication skills to summarize data and prepare reports.
  • Verbal communication skills to effectively convey information to other staff and managers.
  • Ability to work both independently and in collaboration with others.
  • Ability to organize and complete work assignments while adhering to deadlines.
  • Ability to allocate limited resources in a cost-effective manner.
  • Ability to use a hand calculator and digital traffic recorder to collect data.
  • Ability to collect, compile, and analyze data.
  • Ability to generate accurate data to be used in management reports.

Current Salary

THE CURRENT HOURLY WAGE (PG 9PN):  The current starting hourly rate is $14.28 for City of Milwaukee residents. The non-resident starting hourly rate is $13.93. Appointment may be up to $15.81 per hour ($15.42 per hour for non-resident) for students with sophomore and junior status and up to $17.96 per hour ($17.52 per hour for non-resident) for students with senior status.  

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.  

THIS IS A CONTINUOUS RECRUITMENT. Applications will be accepted and interviews held as often as required to meet the needs of the City. Qualified applicants will be notified of the time and location of the examination. Unless otherwise required by law, the City of Milwaukee will not provide alternative test administration. The applicant is responsible for attending all phases of the job selection process at the time and place designated by the City of Milwaukee. The names of successful candidates will be placed on the eligible list in a rank determined by the final score without reference to the date of the examination. The names of candidates who pass all phases of the selection process may remain on an eligible list resulting from a continuous examination for up to six months.  

Candidates may take an examination for this position only once every six months.
