Purpose

The eligible list resulting from this examination may be used to fill similar City of Milwaukee positions.  

The Water Plant HVAC Maintenance Technician provides expertise for HVAC systems preventive maintenance, repair, installation, removal and replacements in all areas of heating, ventilating, air conditioning and low pressure boilers in the two water treatment plants, three pumping stations and various booster stations of the Milwaukee Water Works (MWW).  

This position within the MWW treatment plants and pumping stations works first shift.

Essential Functions

  • Perform repairs, preventive maintenance and new installations for heating, air conditioning and other systems throughout MWW water plant facilities.
  • Perform repairs including cleaning, burner adjustments and gasket replacement.
  • Maintain and test low pressure boilers and propane fuel systems.
  • Repair or replace assemblies such as valves, gauges, pumps, pressure and flow regulators and heating fixtures.
  • Schedule repairs and replacements, testing and inspections of completed work, and provide detailed documentation and recordkeeping.
  • Recharge air conditioning systems.
  • Handle refrigerants according to state and federal regulations.
  • Test boiler water samples, conduct boiler chemical adjustments, fill boiler chemical feed pots.
  • Test and inspect completed work.
  • Maintain documentation of maintenance activities in the MWW computerized maintenance management system.

Conditions of Employment

  • Successful candidates must complete a Milwaukee Water Works background check.
  • Employees are subject to working weekends, holidays, different shifts, hours beyond the work schedule and emergency call-ins to support the 24/7 requirements of the treatment plants and pumping stations.
  • Must be able to climb ladders, enter confined spaces and wear confined space safety equipment.
  • Ability to lift and carry up to 100 pounds of material or equipment and more weight with assistance.
  • Must be able to work at considerable heights, in confined spaces, in close proximity to hazardous chemicals, in all weather conditions and with high noise levels.
  • Ability to wear personal protective equipment (PPE) and all other necessary protective equipment to complete work safely in a water plant environment.
  • Ability to work from ladders and scaffolding.
  • Ability to deal with a wide variety of environmental conditions in the work place (indoor and outdoor).

Minimum Requirements

1.   Four (4) years of full time experience in the maintenance and repair of HVAC/refrigeration equipment, boilers, and other mechanical, electrical and electronic automated building systems. 

OR

 
An Associate Degree in a HVAC field (installation and repair of HVAC equipment) from an accredited college or university AND two (2) years of full time experience in the maintenance and repair of HVAC/refrigeration equipment, boilers, and other mechanical, electrical and electronic automated building systems.  

2.    Valid driver’s license at time of appointment and throughout employment.  

3.    Fourth Class Stationary Engineer’s permit within 6 months of appointment and throughout employment.  

4.    Environmental Protection Agency (EPA) section 608 Universal Technician Certification (refrigeration handling) within 6 months of appointment and throughout employment  

5.    Forklift Operator Certification within 6 months of appointment and throughout employment.  

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Industrial/commercial HVAC experience.
  • Building automation control system experience.

Knowledges, Skills, Abilities & Other Characteristics

  • Knowledge of the operation, repair and replacement of boilers, heating, cooling, and ventilating equipment.
  • Ability to perform minor rigging and crane/hoist-assisted lifting procedures.
  • Knowledge of building automation systems and related controls.
  • Ability to utilize applicable computer hardware and software like Computerized Maintenance Management System (CMMS) programs and process email messages.
  • Ability to operate, program and work with computer software utilized for facilities management.
  • Ability to perform basic pipe-fitting and plumbing tasks related to HVAC equipment.
  • Ability to work cooperatively and effectively with coworkers and citizens whose backgrounds may differ from one’s own.
  • Ability to mechanically operate and understand pneumatic and electric/electrical controls, compressors and various HVAC equipment including reciprocating compressors, chillers and boilers.
  • Ability to read and interpret blueprints, plans, technical specifications, technical manuals, shop drawings, and sequence of operations.
  • Ability to apply basic troubleshooting techniques in the field and resolve problems efficiently and independently.
  • Ability to follow verbal and written instructions.
  • Ability to effectively communicate with co-workers, customers and the public even during adverse situations.
  • Ability to display tact and diplomacy with co-workers and the public.
  • Ability to work both independently and as part of a team.
  • Ability to direct the work activities of assigned personnel.
  • Ability to work cooperatively and effectively with coworkers and citizens whose backgrounds may differ from one’s own.

Current Salary

The current starting salary (PG 7QN) is $56,022 - $70,620 annually. The resident wage incentive starting rate for City of Milwaukee residents is $57,703 - $72,738 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
