Introduction

Purpose

The Program Assistant II provides the Bridges and Buildings Section with confidential administrative support related to personnel and disciplinary issues, security, and financial issues as well as exercises independent judgment on regular office matters.

Essential Functions

  • Act as a Confidential Secretary to Engineer in Charge.  Utilize word processing for documents such as correspondence, reports, resolutions, fiscal notes, and charts.  Arrange appointments, schedules, conferences, and interviews.  Prepare minutes of various meetings.
  • Act as part of the DPW Security team, issuing badges, running reports, and troubleshooting access issues.
  • Create specifications and bid documents for public building projects and contracts.  Review specifications for accuracy and compliance with DPW contracting procedures.  Type, advertise, and control distribution and return of the same.
  • Type confidential reports regarding labor relations.  Handle Bridges and Buildings disciplinary reports.
  • Assist in the preparation of the Capital Improvements Budget.
  • Provide for data gathering and analysis as well as data manipulation and presentation for various DPW projects.
  • Manage the divisional filing system and copy machines, and arrange for repairs, supplies, and maintenance.
  • Maintain alderperson service requests using GOVQA government compliance software; forward to appropriate individuals; and respond in a timely manner.
  • Sort and distribute mail.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position.  
  2. Four years of progressively responsible administrative experience, including at least one year of experience working with confidential information.

  • Knowledge of the City’s accounting and personnel procedures and programs.
  • Computer skills and the ability to learn proprietary software as well as spreadsheets, word processing, email, and database applications.

  • Ability to read and interpret work-related documents.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to perform work accurately and efficiently, including data entry.
  • Ability to plan and prioritize responsibilities to meet deadlines and adjust priorities as necessary.
  • Organizational skills, including the ability to collect information and maintain accurate records.
  • Ability to exercise tact and discretion when serving external customers, staff, and officials at all levels within the organization.
  • Ability to work effectively with people from all cultural, educational and socioeconomic backgrounds to accomplish program goals.
  • Honesty and integrity to meet professional standards for handling confidential information.

Current Salary

The current starting salary (5FN) is $42,539, and the resident incentive starting salary for  City of Milwaukee residents is $43,815. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations and DPW-Infrastructure reserve the right to call only the most qualified candidates to oral, performance tests or personal interviews.  Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.

NOTE:  Transfer/Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current non-probationary City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process will be considered. Individuals with exempt, provisional, temporary or emergency appointments are not eligible for transfer/promotional opportunities.
