Purpose

The Fleet Acquisition Manager is responsible for the management and oversight of Department of Public Works (DPW), Milwaukee Police Department (MPD) and other City Department fleet-related acquisitions activities; the incumbent will administer the continuous evaluation and improvement of approximately 4,000 City fleet vehicles, pieces of equipment and assets, worth over $263 million. 

Essential Functions

Fleet Acquisitions and Oversight

  • Prepare detailed specifications for vehicles, equipment and attachments, materials and supplies in order to comply with customer requirements. 
  • Procure equipment through proper purchasing and contracting requirements; utilize grants to secure purchases and oversee related grant funding documentation.
  • Manage the City's alternative fuels program and green fleet initiatives.
  • Provide continuous analysis of equipment and operating costs; obtains user input from both operators and divisional managers. 
  • Determine and implement changes and improvements to specifications, evaluate new products and ideas, and establish life cycles for all Fleet equipment. 
  • Prepare requisitions, receive and evaluate bids, ensure specification compliance and make recommendations for awards for vehicle and equipment purchases annually.   
  • Oversee the equipment disposal process by working with internal and external customers to decommission, prepare and sell surplus equipment units. 
  • As part of the snow and ice control management team, report and respond as scheduled and called upon to meet the needs of the department.

Technical Acquisitions and Fleet Management Services

  • Prepare purchase requisitions and manage purchase contracts.
  • Prepare supporting documentation; participate in the processes of formal and informal bids.
  • Ensure compliance with specifications throughout the entire acquisition process.
  • Prepare award recommendations and vendor service contract requirements. 
  • Represent the section at meetings with committees, commissions, and other departments.
  • Oversee the equipment set-up and preparation-for-service activities including the inspection of new equipment during the build process, prior to and after delivery in order to ensure that specifications are being met.
  • Effect remedial actions and direct vendors to make necessary corrective actions when discrepancies are found.
  • Administer the continuous evaluation of the City’s fleet, including annual evaluations and grading for all vehicles and equipment within the fleet. 
  • Analyze information to determine vehicles and equipment to be disposed of within an economically feasible and timely manner. 
  • Prepare purchase requisitions, manage purchase contracts.

Department-level Customer Service and Collaboration

  • Work directly with customers and user departments, operators and drivers to establish equipment up-fit needs. 
  • Design, implement and supervise up-fitting and set-up of new vehicles, both in-house and with outside vendors, including installation of markings and specialized equipment.
  • Coordinate the placement of vehicles and equipment into active service.

Budget and Inventory Oversight

  • Provide annual budget data and cost analysis related to fleet acquisitions necessary for the development of the DPW Fleet Vehicle and Equipment Budget; implement approved adjustments recommended by policy makers.
  • Assist other departments with budgetary information including pricing of new equipment and evaluations for equipment being recommended for replacement.
  • Coordinate and oversee all section equipment retirement, preparation and disposal operations, including multiple on-line auctions, sales, and scrap sales annually.
  • Conduct investigations into product liability issues; provide information and testimony in defense of the City in queries and lawsuits.

Conditions of Employment

The Fleet Acquisition Manager must be willing and able to do the following:

  • Perform oversight and provide management direction for snow and ice control duty assignments and respond to emergency events.
  • Work various shifts and extended hours, including weekend and holidays as scheduled or as called during snow and ice control operations and other emergencies as necessary to meet the needs of the City of Milwaukee.
  • Work in all types of weather conditions for extended periods of time.
  • Work under adverse environmental conditions, such as variable temperatures, fumes, odors, and dust.
  • Walk, crouch, reach, and lift and move up to 10 pounds on occasion.

Minimum Requirements

  1. Bachelor's degree in business administration, public administration, project management or a closely related field from an accredited college or university.
  2. Three years of progressively responsible vehicle repair, maintenance, and/or purchasing experience within a large varied fleet.
  3. Valid State of Wisconsin Driver’s License at time of appointment and throughout employment.
  4. Consistent with Wis. Stat. Sec. 66.0502 (4)(b) and Rule VIII, Section 9 of the Rules of the Board of City Service Commissioners, this position has been designated as “emergency personnel,” and the successful candidate will have six months from date of appointment to establish residence within 15 miles of the jurisdictional boundaries of the City of Milwaukee.

Desirable Qualifications

  • Completion of additional formal education, training and specialized coursework related to municipal fleet acquisition and/or management.
  • Valid Commercial Driver License, Class A or B without the Airbrakes Restriction.

  • Knowledge of current practices, procedures and emerging trends related to municipal fleet acquisition and/or management.
  • Knowledge of business principles such as budgeting, purchasing, and inventory management; ability to review requisitions and specifications.
  • Knowledge of logistics related to fleet acquisition and/or management.
  • Knowledge of repair/maintenance servicing, inventory control, vehicle inspection, and vehicle salvage/disposal related to large fleet operations.

  • Knowledge of industry-relevant technologies such as geographic information systems (GIS), mobile work order systems, and fleet routing software.
  • Ability to read, understand and interpret complex work-related documents.
  • Knowledge of mathematics to be able to manage a large budget; procure vehicles, equipment, and supplies; and oversee vehicle leasing.
  • Ability to use word processing, spreadsheet, database, asset management, and fleet management applications to create documents, produce reports, and manage fleet service orders and equipment.

Current Salary

THE CURRENT SARALRY RANGE (1EX) is $58,462-$81,844 annually, and the resident incentive salary range for City of Milwaukee residents is $60,216-$84,300. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job-related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations and the Department of Public Works reserve the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
