Purpose

The Civil Engineer IV-Structural is responsible for complete project delivery, scheduling, design, and review of buildings and bridge projects.

Essential Functions

  • Prepare contract documents, including plans, specifications, calculations, cost estimates and designs. 
  • Inspect and supervise construction projects, including shop drawing review, Request for Information (RFIs), payment review and contract changes.
  • Inspect and prepare repair and safety inspection reports for bridges and other structures.
  • Prepare preliminary plans for projects prior to releasing the project for plan preparation by other engineers. 
  • Perform cost estimation for maintenance and repair projects on bridges and other structures.
  • Prepare engineering reports and investigations.
  • Review contract documents, correspondence and reports prepared by Department of Public Works (DPW) staff or consultants.
  • Coordinate design and construction projects with other governmental agencies and private parties for assigned projects.

Conditions of Employment

Minimum Requirements

  1. Bachelor’s Degree in Civil Engineering from an accredited school of engineering.
  2. Four years of experience in the design of bridges, buildings, and other structures.
  3. Registration as a Professional Engineer in the State of Wisconsin at time of appointment and throughout employment.
  4. Valid driver's license at time of appointment and throughout employment.

 

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Supervisory experience
  • National Highway Institute (NHI) certified bridge inspector
  • Wisconsin Department of Transportation design process experience

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of construction activities.
  • Knowledge of CAD to understand and interpret engineering drawings.
  • Ability to review, analyze and prepare technical reports and studies.
  • Knowledge of project management practices.
  • Ability to proficiently use computer programs such as Microsoft Office Suite, Outlook, MicroStation/AutoCAD, and the internet.

  • Knowledge of management practices and principles.
  • Ability to assign and direct work, assess performance, make hiring decisions, and take corrective action.
  • Ability to provide guidance and training and to coach team members to success.

  • Verbal communication skills to effectively provide clear, accurate and concise instructions to employees and to present information to various individuals and groups including within the organization, the public and elected officials.
  • Interpersonal skills to effectively develop and maintain working relationships with a variety of individuals including the public, contractors, elected officials, co-workers, and management whose backgrounds may differ from one’s own.
  • Written communication skills to prepare business correspondence and technical reports.
  • Effective listening and negotiating skills to work efficiently and effectively with contractors and others.
  • Ability to collaborate for the successful completion of projects in the best interest of the City of Milwaukee.

Current Salary

The current salary range (2KX) is $78,455-$93,010 annually, and the resident incentive salary range for City of Milwaukee residents is $80,809-$95,800 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
