Purpose

The Building Code Enforcement Manager- Commercial is responsible for management and staff development related to the Commercial Building Code Enforcement, Hazardous Inspections, Fire Prevention Permits, and Commercial Building Maintenance operations, including fire inspections, license inspections, and environmental inspections and enforcement.

Essential Functions

Code Enforcement Administration

  • Establish and maintain enforcement programs designed to meet community needs.
  • Establish program goals, objectives, and performance measures for the division.
  • Determine and request resources through the annual budget process; control resources appropriately.
  • Perform data compilation and analysis using the Land Management System (LMS) regarding productivity metrics, inspections, complaints, fire inspections, and periodics.
  • Prepare written and statistical reports on program accomplishments
  • Recommend programmatic and policy improvements.,
  • Manage the demolition process including file preparation, specification writing, contracting, contract letting, and the appeals process.
  • Coordinate representation of DNS at Circuit Court, Municipal Court, and other City regulatory boards and commissions.

Strategic Planning/Management

  • Coordinate supervision of staff and delegation of responsibilities pursuant to investigation, enforcement, licensing, and permitting activities performed by condemnation inspectors, environmental risk officers, and commercial code enforcement inspectors.
  • Develop and maintain training programs designed to ensure inspector skills, professionalism and proficiency.
  • Oversee training and transition of new hires and employee transfers to ensure proper staff development.
  • Manages delegation of duties related to office support staff.
  • Support, coach, supervise and evaluate staff.
  • Make recommendations for hire and discipline as needed.

The Building Codes Enforcement Manager must be willing and able to do the following:

  • Comply with the department dress code.
  • Wear a respirator and other personal protective equipment (PPE).
  • Climb ladders, stoop, and bend.
  • Move and lift to 10 pounds on occasion.
  • Work outdoors in all weather conditions.

Minimum Requirements

  1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
  2. Bachelor’s degree in engineering, construction management, architecture or a closely related field from an accredited college or university.
  3. Three years of experience in construction, environmental code enforcement or commercial fire code enforcement, including one year of experience as a team or project leader.
  4. Valid driver’s license at time of appointment and throughout employment.
  5. Certification as a commercial building code inspector through the state of Wisconsin at the time of appointment and throughout employment.
  6. Certification as a Fire Inspector II through the International Code Council (ICC) or above at the time of appointment and throughout employment.
  7. Certification as a State of Wisconsin Asbestos Supervisor within one year of appointment and throughout employment.
  8. Certification as a Fire Plans Examiner (F3) through the ICC within one year of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered. For example, a related associate degree plus six years of experience as described above is considered equivalent.

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL:

  • Ability to improve operations and create new programs.
  • Ability to learn and apply City of Milwaukee ordinances and state, federal, and local laws governing demolition operations, hazardous materials, fire safety, life safety systems, state and city licensure, hotel/ motel licensing operations, building maintenance, construction and other codes.
  • Ability to compile and analyze data.
  • Ability to create and maintain accurate records and required reports.
  • Knowledge of building and construction principles, methods, and materials, including structural, mechanical, electrical, and plumbing systems.
  • Ability to use computers, including building management systems, as well as word processing, spreadsheet, and productivity programs.
  • Ability to read and understand job-related documents, policies, and procedures.
  • Written communication skills to prepare clear correspondence, policies, and reports.
  • Presentation skills to effectively lead construction planning and other meetings.

INTERPERSONAL AND LEADERSHIP:

  • General knowledge of public sector human resources, including Civil Service precepts, job classification and compensation, recruitment and selection, diversity and inclusion, and organizational development.
  • Ability to assign and direct work, assess performance, provide training and coaching, recommend corrective action, and make hiring decisions.
  • Ability to supervise, train, and motivate a technical workforce.
  • Ability to create and maintain positive working relationships with the public and city employees.

Current Salary

The current salary range (1HX) is $72,244-$101,137 annually, and the resident incentive salary range for City of Milwaukee residents is $74,402-$104,172 annually. Appointment will be made in accordance with the provisions of the salary ordinance.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
