Purpose

The Community Violence
Prevention Manager leads a public health approach for the development,
implementation and management of comprehensive strategies to reduce youth
violence and to promote healthy youth development throughout the City of
Milwaukee.
Essential Functions
Programmatic
Oversight/Staff Management
- Guide data analysis efforts, including related research review, data collection and analysis, asset and resource inventory. Establish key metrics, including evaluation of the plan, objectives and activities.
- Supervise and direct activities including delegating assignments, providing guidance and evaluating performance.
- Adjust staff assignments based on measured program outcomes.
- Foster a work environment that is adaptive, diverse and inclusive.
- Facilitate development of long-term data informed, evidence based or evidence informed plan for Milwaukee on youth development and violence prevention. Set expectations and establish accountability for implementation; revise based on results.
- Oversee the City’s participation in the development and implementation of a strategic plan for the Office of Violence Prevention.
COMMUNITY
ENGAGEMENT
- Facilitate multi-agency and community collaboration; participate in community educational activities.
- Lead the design of a community-wide plan to improve youth development and violence prevention.
- Identify funding opportunities to support youth development and violence prevention activities.
- Establish and facilitate the Milwaukee Violence Prevention Partnership Steering Committee, including developing the process and action agenda and identifying outcomes.
- Facilitate training and community organizing related to the implementation of the Blueprint for Peace.
- Oversee the creation of community stakeholder teams and community planning processes.
- Lead and support ongoing communication amongst various City leaders and other governmental and community organizations, including regular updates on progress and challenges in youth development and violence reduction.
LEGISLATION/POLICY
DEVELOPMENT
- Advocate for resources and organizational alignment relative to violence prevention.
- Assist with the development of positions on state and federal policies that impact youth violence prevention.

- Must be willing to work beyond standard business hours to accomplish work and meet departmental needs.
- Travel outside the City of Milwaukee, including overnight, may be required.
Minimum Requirements
- Bachelor’s degree in Public Health, Public Administration, Social Science, Criminal Justice, Sociology, Psychology or a related field from an accredited college or university.
- Three years of progressively responsible experience working with multi-disciplinary partners on issues related to high-risk youth, injury or violence prevention, or improving social determinants of health, including one year in a leadership and/or supervisory capacity.
Equivalent combinations of education and experience may also be considered.
- Valid
driver's license at time of appointment and throughout employment.
- Use
of a properly insured vehicle for us on the job; mileage reimbursement is provided pursuant to Section 350-183 of
the Milwaukee Code.

Desirable Qualifications
- A Master’s Degree in Public Health, Public Administration, Social Science, Criminal Justice, Sociology, Psychology or a related field from an accredited college or university.
- Bilingual in Spanish and English.

- Knowledge of public health approach to violence prevention.
- Knowledge of program management and strategies for improving quality of life for communities.
- Ability to understand and work within complex systems, including law enforcement, education, social services, public health, community agencies and faith organizations.

- Knowledge of best practices, trends, and developments in the area of youth development and violence prevention.
- Knowledge of grant funding through public and private sources.

- Skill in reading and interpreting technical documents such as policies, procedures, ordinances, statutes and administrative rules.
- Ability to use spreadsheet, database, project management and word processing software to development reports, business correspondence and summary data.

- Written communication skills to create effective briefing materials, reports, policies and procedures, and professional correspondence.
- Ability to build a positive relationship with stakeholders in agencies, elected officials, community groups, the public, nonprofits, and philanthropies pertinent to public safety and criminal justice.

- Oral communication and presentation skills to be able to share information effectively, both individually and before groups.

Current Salary
The
current salary range (Pay Range 2IX) is $71,134-$83,481** annually, and the
resident incentive salary range for City of Milwaukee residents is $73,268
- $85,986** annually.
**Salary rate is pending common council approval.
Appointment above the minimum
is possible based upon level of experience and other qualifications and is
subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of
one or more of the following: education and experience evaluation; written,
oral, or performance tests, or other assessment methods. The Department of
Employee Relations and the Milwaukee Health Department reserve the right
to call only the most qualified candidates to oral and performance
examinations. Oral examinations may include written exercises. Selection
process component weights will be determined by further analysis of the job.
