Purpose

The Accountant I/II provides professional accounting and related financial management services in the management of State and Federal Aid funded and locally funded paving, bridge, and sewer projects.

Eligible candidates who successfully complete the selection process will be placed on the highest-level eligible list for which they qualify.

Essential Functions

Accountant I and Accountant II:

  • Review daily street crew asphalt and concrete usage reports and prepare related invoices for payment. Resolve any discrepancies with street crews and vendors.
  • Review grant invoices prior to payment for compliance with contracts, City, and grantor rules.
  • Review ProCard activity for compliance with program rules.
  • Review Environmental Engineering electricity invoices.
  • Gather and upload all Department of Public Works (DPW) Infrastructure leases into the City database and perform capital versus operating lease analysis.
  • Complete retrievals and analysis of interdepartmental requisition invoices received from various City departments.

Accountant II:

  • Query records in Oracle’s PeopleSoft Financial Management Information System (FMIS) and prepare analyses for project managers.
  • Enter equipment requisitions into FMIS.
  • Encumber DPW-Infrastructure contracts; analyze and process contract payments, change orders, and closeouts.
  • Prepare and update written procedures for processes and tasks.

Minimum Requirements

Accountant I and Accountant II:

1. Bachelor’s degree in accounting from an accredited college or university. NOTE: Applicants in the final semester of earning their bachelor’s degree are encouraged to apply for Accountant I; however, they will not be considered for hire at the Accountant I level until the minimum requirements are met. 

Accountant II:

2.  One year of full-time professional accounting experience.

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Familiarity with Oracle’s PeopleSoft FMIS and the Microsoft Office suite.

Technical

  • Knowledge of generally accepted accounting principles (GAAP) and accounting theory and practice.
  • Ability to learn accounting standards for government entities such as the Government Accounting Standards Board (GASB).
  • Knowledge of accounts payable principles and processes.
  • Ability to read, interpret, and apply complex rules and regulations.
  • Ability to use the appropriate mathematical methods or formulas to complete work assignments.
  • Ability to work with computerized accounting systems, spreadsheets, and access databases.
  • Ability to learn and become proficient using Oracle’s PeopleSoft FMIS.
  • Ability to develop and run periodic and ad hoc reports.
  • Ability to use office equipment, including telephones, computers, copiers and fax machines.

Current Salary

Accountant I:

The current salary range (Pay Range 2CN) is $47,274-$56,941, and the resident incentive salary range for City of Milwaukee residents is $48,693-$58,650. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Accountant II:

The current salary range (Pay Range 2DN) is $48,037-$60,688, and the resident incentive salary range for City of Milwaukee residents is $49,478-$62,508. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: education and experience evaluation; written, oral, or performance tests, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to oral and performance examinations. Oral examinations may include written exercises. Selection process component weights will be determined by further analysis of the job.
