Purpose

The Geographic Information System (GIS) Developer/ Senior works within the Environmental Engineering Section to provide mapping and data services, GIS application development, and design project support.


Essential Functions

  • Coordinate with the City of Milwaukee’s Information Technology Management Division (ITMD) to administer and maintain the Environmental Engineering Section’s portion of the Enterprise ArcGIS Server environment.
  • Write scripts and develop models to automate tasks, such as building datasets or publishing data and importing data into the GIS system using PYTHON scripting.
  • Develop applications and services for the ArcGIS Server desktop and ArcGIS online using Esri products.
  • Assist all units within the Environmental Engineering Section with the implementation of ArcGIS Online and ArcGIS Server applications.
  • Work closely with engineers and technicians on troubleshooting issues, following up on proposed fixes, and keeping staff informed of progress updates and changes.
  • Develop dashboards to inform managers about time, activities, and status of projects; provide reports and presentations on ArcGIS topics and issues relevant to system updates and project progress.
  • Develop procedures to incorporate ArcGIS services into MicroStation and AutoCAD based designed projects.
  • Maintain and update published maps showing the Environmental Engineering Section’s assets.

Minimum Requirements

Both GIS Developer and GIS Developer Sr

1. Bachelor’s degree in computer science or a closely related field, including coursework in programming, geography, land engineering, automated mapping, and/or GIS, from an accredited college or university.

GIS Developer Sr.

2. Two years of professional-level experience working in a GIS developer role, including the use of Esri, SQL Server, and PYTHON scripting.

Equivalent combinations of education and experience may also be considered; for example, a Certificate in GIS Technology from a post- secondary school or college may be substituted for six months of experience or one academic semester.

Knowledge, Skills, Abilities & Other Characteristics

Technical

  • Knowledge of automated mapping/GIS principles and practices.
  • Knowledge of GIS theory and application.
  • Ability to write complex algorithms related to GIS.
  • Ability to utilize Esri software products to perform mapping and maintenance functions.
  • Ability to use SQL server scripting. Ability to use PYTHON scripting.
  • Familiarity with Oracle’s special products and GIS functions.
  • Ability to read and interpret technical documents and policies.
  • Ability to troubleshoot hardware and software issues to ensure consistent functionality.

  • Ability to clearly communicate technical information in an understandable way for both technical and non-technical staff.
  • Written communication skills, including the ability to produce correspondences and reports.
  • Ability to work cooperatively and fairly with people whose backgrounds may differ from one’s own.

Current Salary

GIS Developer

The current salary range (2GX) is $52,498-$73,504, and the resident incentive salary range for City of Milwaukee residents is $54,073-$75,709. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.  

GIS Developer Sr.

The current salary range (2IX) is $59,632-$83,481, and the resident incentive salary range for City of Milwaukee residents is $61,421-$85,986. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, written tests, interview, or other assessment methods.  The Department of Employee Relations reserves the right to call only the most qualified candidates to oral, performance tests or personal interviews. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
