Purpose
The Accounting Program
Assistant III provides technical support to City departments and subrecipients
of the City’s grant awards and enforces grantor requirements and the city’s
procedural guidelines to ensure compliance.
Essential Functions
Grant Cost Tracking
- Process subrecipients’ cost reports and city departments’ miscellaneous vouchers; verify invoices, budgetary line information and amounts for compliance with allowable cost requirements and consistency with approved budgets and cost allocation plans.
- Budget check, approve and schedule vouchers for timely payments and posting in the Financial Management Information System (FMIS). Verify subrecipients’ proof of liability insurance coverage prior to payment approval.
- Prepare corrected cost reports and written correspondence to subrecipients, detailing adjustments made.
- Monitor inconsistencies and discrepancies in cost reports and document any findings as possible questioned costs for further evaluation by accountant specialists.
- Determine reasonableness of subrecipients’ cash advance requests; reconcile the cash advance balances reported and adjust as necessary.
Administrative Support
- Provide diligent testing during FMIS updates and upgrades. Assist audit team with test work during fiscal site reviews of subrecipient agencies.
- Pick up, safeguard and prepare checks for distribution to subrecipients.
- Maintain accurate records of the grants in accordance with federal grant record keeping requirements; prepare inactive records for storage.

Minimum Requirements
- Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
- Three years of progressively responsible accounting or financial support experience performing duties closely related to the essential functions of this position.
Equivalent combinations of
education and experience may also be considered.

Desirable Qualifications
- College coursework in Accounting.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of accounting concepts, accounts payable processes and understanding of grants allowable cost requirements.
- Ability to perform accurate calculations to reconcile and make entry adjustments for cost reports.
- Ability to effectively and efficiently utilize the City’s financial management information system (Oracle/PeopleSoft).
- Ability to use standard office software, including Excel and Word.
- Ability to understand and apply accounting concepts to relevant City business processes and guidelines.
- Ability to read and interpret work-related documents.
Communication and Interpersonal

- Written communication skills to craft effective correspondence and reports.
- Verbal communication skills to interact with recipients of City grant funds and to provide guidance on grant tracking and reporting measures.

Current Salary
The
current salary range (Pay Range 5GN) is $50,384-$51,964 annually,
and the current resident incentive salary range for City of Milwaukee residents
is $51,896-$53,523. Appointment will be made in
accordance with the City of Milwaukee salary ordinance.
Selection Process
THE
SELECTION PROCESS will
be job related and will consist of one or more of the following: an evaluation
of related education, experience and accomplishments, an evaluation of written
communication, interviews, and/or other assessment methods. The Department of
Employee Relations and the Comptroller’s Office reserve the right to call only
the most qualified candidates to proceed in the selection process. Information
from the selection process will be used to make a hiring decision. Selected
candidates will be transferred and/or promoted to the position.
INITIAL
FILING DATE – The
selection process will be held as soon as practical after the deadline listed

Transfer/Promotional Opportunities and Promotional Examinations are not open to
Milwaukee Public Schools employees or to the public. Only current City of
Milwaukee employees and civilian personnel in MFD and MPD hired through a City
Service Commission process who have successfully passed a probationary period for
a Civil Service position or who have status as a City of Milwaukee employee in
a fixed term position will be considered. Individuals with exempt, provisional,
temporary, or emergency appointments are not eligible for transfer.
