Purpose

The Electrical Inspection Supervisor directs and supervises the electrical and elevator inspections and coordinates the enforcement of all City and State codes related to electrical and elevator installations, periodical inspections and maintenance issues.

Essential Functions

Uniform Code Supervision and Planning

  • Revise and update policies and procedures to guarantee effective delivery of services.
  • Provide for uniform code interpretation within the City of Milwaukee for department customers and inspection staff at the local and state level.
  • Coordinate and supervise Electrical and Elevator inspection services.
  • Perform inspector evaluations and periodic performance reviews, evaluate and adjust inspector and district workload.
  • Provide electrical inspections per management, inspector or customer request.

Administration

  • Review permits, periodic elevator inspections and certificates, complaints, service request and orders to correct for completeness, accuracy and compliance to DNS policy.
  • Manage and maintain all orders past the listed compliance date for additional court and reinspection fees that may apply.
  • Represent the Department of Neighborhood Services (DNS) at governmental forums, community meetings, the Board of Standards and Appeals and Municipal Court.

Conditions of Employment

The Electrical Inspection Supervisor must be willing and able to do the following:

  1. Work indoors and outdoors, with exposure to airborne contaminants, heat, and cold; tolerate noise and vibration; and work in awkward, cramped workspaces.
  2. Perform physical activities in work environments that require walking and standing, crawling, crouching, stooping, kneeling, reaching, balancing, pushing, and pulling.
  3. Climb ladders safely.
  4. Exert up to 50 lbs. of force occasionally, and lift and move objects weighing 10-20 lbs. frequently.
  5. Wear approved clothing and maintain this clothing to comply with the departmental dress code.
  6. Wear proper Personal Protective Equipment (PPE).

Minimum Requirements

1.     a) Three years of experience within the State of Wisconsin as a Certified Commercial Electrical Inspector
under the state of Wisconsin Department of Safety and Professional Services, OR

 b) Three years of experience as a Certified Commercial Electrical Inspector under the International Code Council (ICC), OR

 c) Three years of experience as a Certified Master Electrical Inspector under the International Association of Electrical   
Inspectors/National Fire Protection Association

2.       A valid Wisconsin Master Electrician License at time of application and throughout employment. Note: the license type and number must be listed on the application.

 

3.       If the qualification experience above is from b) ICC Commercial Electrical Inspector qualification or c) Master Electrical Inspector under the IAEI/NFPA, then a candidate must attain a State of Wisconsin DSPS Commercial Electrical Inspector certification within six months of appointment.

 

4.        Valid driver’s license at the time of appointment and throughout employment and the availability of a properly registered and insured vehicle for use on the job (mileage reimbursement provided).

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • General knowledge of building and construction principles, techniques, and materials.
  • Knowledge of the practices, materials, and tools used in the installation of electrical systems.
  • Knowledge of and ability to read and interpret federal, state, and local electrical codes.
  • Ability to read and interpret blueprints and electrical plans.
  • Knowledge of the methods and instruments used to test electrical installations.
  • Skill in using hand tools used in the trade, such as screwdrivers, pliers, and side cutters.
  • Ability to inspect electrical installations to identify the causes of problems or defects.
  • Knowledge of how to perform all work in a safe manner.
  • Knowledge of mathematics and ability to perform calculations and make precise measurements.
  • Ability to learn and use the Land Management System (LMS), the City’s permit, fee and inspection web application in order to organize staff scheduling and properly apply fee payments to permits. 
  •  Ability to effectively utilize word processing, spreadsheet, and database applications to enter and retrieve information and to conduct research, draft reports, and prepare correspondence.
  • Ability to stay up-to-date technically and apply new knowledge to work tasks.

SUPERVISORY

  • Knowledge of supervisory principles and practices.
  • Ability to interview and evaluate job candidates in the City’s hiring process.
  • Ability to provide leadership to staff by communicating a clear vision for the direction of the team and setting realistic goals and expectations.
  • Ability to monitor employee work performance.
  • Ability to provide ongoing training and individual coaching to encourage on-going employee professional growth and development.
  • Ability to coordinate assignments, monitor and analyze work output, and adjust departmental workload accordingly.

  • Verbal communication skills to respond clearly and accurately to inquiries, explain technical information and handle complaints.
  • Written communication skills to write correspondence and revise ordinances, rules, and regulations.
  • Ability to interact effectively with builders, contractors, consultants, fellow employees, and the public.
  • Knowledge of customer service best practices and the ability to incorporate them into operations.
  • Ability to exercise tact and diplomacy and remain calm when working with people who are upset.
  • Ability to work cooperatively and fairly with others whose backgrounds may differ from one’s own.

Current Salary

The current salary range (PR 1MX) is $118,054-$141,906 annually, and the current resident incentive salary range for City of Milwaukee residents is $121,596-$146,163 annually. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
