Purpose
The Public Health and Cyber Security Analyst works with medical
professionals to gather, analyze and disseminate threat information and
intelligence to public and private sector partners for the eight counties of
Southeast Wisconsin. The incumbent in this position will also assess cyber
threats and prevent cybersecurity risks through information sharing.
Essential Functions
Technical
- Monitor cyber threats through open-source reporting, suspicious activity reports, and reports from the public; conduct analysis of the threat information and intelligence to check for credibility.
- Disseminate threat information and intelligence to public and private sector partners for the eight counties of Southeast Wisconsin to mitigate cyber related incidents through bulletins, email, or in-person presentations.
- Participate in weekly intelligence/threat briefings.
- Utilize departmental and external databases to collect, analyze, and interpret data using quantitative and qualitative methods.
- Provide presentations on collected data to departmental members, other law enforcement agencies, and outside partners.
- Provide outreach and education training regarding Active Shooter, Public Safety, and Violence Prevention consistent with the mission of Southeastern Wisconsin Threat Analysis Center (STAC).
- Collaborate with the Milwaukee Police Department (MPD), Milwaukee Health Department (MHD), and the Department of Administration-Information Technology Management Division (DOA-ITMD) to establish and maintain a system for ensuring that security and privacy policies are met.
- Promote and maintain strategic security relationships between internal resources and external entities, including government, vendors, and partner organizations.
- Keep informed regarding trends, issues, current and emerging technologies.

Conditions of Employment
- Must serve on call and work beyond normal business hours to meet deadlines and for emergency cyber threat response.
- Maintain physical presence at the office location within the City of Milwaukee Police Department-Fusion Division.
- Must have the physical ability to lift and move up to 10 lbs. occasionally as well as to bend, crouch, kneel, reach, and sit or stand for extended periods; must have manual dexterity to operate computer equipment.
- Must pass a pre-employment drug test, MPD background investigation and Homeland Security clearance prior to an offer of employment.
Minimum Requirements
- Bachelor’s degree in information technology, criminal justice, crime analysis or a closely related field from an accredited college or university.
- Two years of Information Technology and/or Cyber security experience performing duties closely related the essential functions listed above.
- Valid Wisconsin Driver’s License required at the time of appointment and throughout.
Equivalent combinations of education and
experience may also be considered.

Desirable Qualifications
- Master’s degree in information technology, criminal justice, crime analysis or a closely related field from an accredited college or university.
- Certified Information Systems Security Professional (CISSP) certification.
- Experience with public health or medical cyber security procedures.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of technology environments, including information security, cyber security, medical security, building security, and security solutions.
- Knowledge of and ability to effectively utilize statistical Package for the Social Sciences (SPSS), Statistical Analysis System (SAS), or comparable programs; Structured Query Language (SQL); Tableau; geographic information systems (GIS); relational databases; and spreadsheet programs.
- Ability to collect, analyze, and interpret data and statistics using quantitative and qualitative methods.
- Knowledge of the principles and methods for planning, organizing, and developing cyber security and facility security system technologies.
- Knowledge of the characteristics, features, and integration capabilities of computer systems.
- Knowledge of data processing, hardware platforms, enterprise software applications, and outsourced systems.
- Knowledge of systems design and development from business requirements analysis to day-to-day management.
- Knowledge of applicable laws and regulations as they relate to security.
- Ability to read and interpret a wide range of complex documents, from policies to technical documents.
- Ability to apply information technology to solve complex security problems.
- Research skills to study cyber security issues and make recommendations.
- Ability to build and maintain rapport with sworn and non-sworn staff, City managers, elected officials, vendors, and consultants.
- Ability to work cooperatively in a team-oriented, collaborative environment with people whose backgrounds may differ from one’s own.
Communication
- Written communication skills, including the ability to write correspondence, reports, technical documentation, and policies and procedures.
- Verbal communication, presentation, and training skills to effectively share information with individuals of all technical levels.

Current Salary
The current
salary range (2IN) is $63,865-$85,151
annually, and the resident incentive salary range for City of Milwaukee
residents is $65,781-$87,706
annually. Appointment
above the minimum is possible based upon level of experience and other
qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will consist of
one or more of the following: an evaluation of education, experience and/or
responses to supplemental questions; a written or performance test, a
structured interview, or other assessment methods. The Department of Employee
Relations reserves the right to call only the most qualified candidates to
structured interviews and performance examinations. Structured interviews may
include written exercises. Selection process component weights will be
determined by further analysis of the job.
