Purpose

The Accountant Coordinator II provides professional accounting and related financial management support for the Neighborhood Improvement Development Corporation (NIDC) and Department of City Development (DCD) accounting activities. 

Essential Functions

Accounting and Reporting

  • Serve as the lead accountant for all NIDC activities, including meeting all reporting and audit deadlines for NIDC’s involvement with DCD. 
  • Process all transactions in IDC 4gov software: cash receipts, journal entries, accounts payable, and maintain files for supporting documents.
  • Perform NIDC-related banking activities such as reviewing funds transfers, reconciling NIDC accounts and revaluating inventory. 
  • Calculate NIDC program income. Assist in the preparation of Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) budgets and amendments.
  • Maintain grant fund availability, client balances and CDBG and HOME compliance data.
  • Assist in managing loan portfolios and calculating loan loss reserves. 
  • Analyze, extract, and report activity from City Financial Management Information System (FMIS) system.
  • Maintain Microsoft Access database and Loan Ledger software.

Financial Statements and Audits.

  • Work with internal and external auditors to ensure an efficient audit.
  • Lead year-end closing of NIDC accounting for all activities, including the preparation of financial data and closing journal entries, and reviewing ledgers.

Minimum Requirements

  1. Bachelor's degree in accounting, finance, business administration or a closely related field from an accredited college or university.   
  2. One year of accounting or financial analysis experience.  

Equivalent combinations of education and experience may be considered.

Desirable Qualifications

  • Experience in governmental accounting. 
  • Experience using PeopleSoft FMIS, 4Gov Accounting System and QuickBooks Software. 

Knowledge, Skills, Abilities & Other Characteristics

TECHNICAL

  • Knowledge of accounting principles and practices. 
  • Knowledge of mathematics and the ability to make accurate calculations. 
  • Ability to create financial reports. 
  • Ability to reconcile accounts. 
  • Attention to detail to ensure the accuracy of calculations and financial reports. 
  • Ability to read, interpret and apply complex rules and regulations.
  • Ability to use standard computer software and programs such as word processing, spreadsheet, Access and learn the City’s FMIS system. 
  • Ability to use office equipment, including telephones, computers, copiers and fax machines.

COMMUNICATION AND INTERPERSONAL

  • Customer service skills and the ability to exercise tact and diplomacy. 
  • Written communication skills to prepare business correspondence, emails, reports and procedure manuals in a clear, effective and error-free manner.
  • Ability to speak with others to convey information (technical and non-technical) clearly and effectively to people at all levels of the organization.
  • Ability to work effectively with people from all cultural, educational and socioeconomic backgrounds to accomplish program goals.

  • Analytical skills to apply logical thinking to gather and analyze information and solve complex financial situations.
  • Ability to exhibit exemplary professionalism.

Current Salary

The current salary range (Pay Range 2DN) is $53,911-$61,902 annually, and the resident incentive salary for City of Milwaukee residents is $55,529-$63,759. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
