Purpose
The Library Business Analyst researches, coordinates,
implements and manages detailed contracts, leases, and system operations and
processes for the Milwaukee Public Library (MPL).
Essential Functions
Business Operations, Administration and Improvement
- Maintain and improve various operations and administrative systems within the MPL.
- Analyze administrative systems for effectiveness; research best practices and potential new business processes and products.
- Integrate, streamline, and support ongoing internal systems, processes and projects for MPL procurement, contracting, grants, and facilities.
- Gather information and prepare various documents and reports for MPL improvement.
- Develop manuals and procedures and trains staff on current and new technology.
- Organize files and records pertaining to the improvement projects.
- Communicate information to administrators and staff on new system-wide projects.
- Gather information for administrative and business reports.
- Review administrative and business reports for accuracy.
- Coordinate, report on, and maintain MPL partnership leases, loans, capital improvements, and grant agreements and contracts.
- Research new technologies and systems to improve and enhance MPL administrative operations.
Contract and Legal Agreement Administration
- Assist in the completion of contract and legal templates.
- Ensure compliance with City standards in documents presented for Milwaukee Public Library Board action, including formal and informal contracts, memoranda, reports, and grant applications.
- Prepare grants and resolutions for Common Council submittal and action.
- Route and track progress of agreements between library and other governmental or external agencies.
- Maintain electronic and manual files according to record retention policies.
- Distribute, organize, and work on various large system-wide projects, maintaining files through both paper and electronic means.
- Work closely with administrators to provide MPL systems and operations support for public services.
Administrative Lead
- Function as a lead of the Administrative team by distributing work, instructing on procedures, overseeing work flow, checking completed work, and coordinating coverage of work during absences and large team projects.
- Coach staff performance; serve as a resource for operations systems, processes, and procedures. Prioritize and organize workloads to ensure that deadlines are met; work closely with personnel at all levels to provide best customer service possible.
- Provide a full range of confidential and non-confidential administrative support to various areas of the Library system, including the Deputy Library Director – Operations and Administration and other administrators.
- Coordinate large-scale projects related to MPL assets, collecting and organizing historical data related to gifts, collections, and other assets.
- Coordinate the distribution of information to appropriate collection managers for processing and assessment purposes.
- Assist partnering organizations with community outreach efforts to ensure maximum visibility.

Minimum Requirements
- Bachelor’s degree in public administration, business administration, or a related field from an accredited college or university
- One year of experience in business analysis or operations related to the essential functions listed above.
Equivalent combinations of education and experience may be considered.

- Knowledge of or ability to learn governmental procedures and processes for contract and related budget administration.

- Ability to read, analyze, and interpret technical, financial, and governmental documents.
- Proficiency in computer skills, including use of internal electronic files and databases, reporting tools and the Microsoft Office suite.
- Ability to use Microsoft excel to create reports, formulas, and analyze data.

Current Salary
The current salary range (Pay Range 2JX) is $71,341-$90,796 annually, and the resident incentive salary range for City of Milwaukee residents is $73,482-$93,520. Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education,
experience, and/or responses to supplemental questions; a written or
performance test; a structured interview; or other assessment methods. The
Department of Employee Relations reserves the right to call only the most
qualified candidates to structured interviews and performance examinations.
Structured interviews may include written exercises. Selection process
component weights will be determined by further analysis of the job.
