Purpose
The Financial Systems
Analyst provides functional support for the operation of the PeopleSoft
Financial Management Information System (FMIS).
Essential Functions
Analysis, Support, and
Training
- Provide functional analysis and support to Comptroller staff, the City’s Information Technology Management Division (ITMD), and City-wide users related to FMIS transactions, configurations, and procedures; identify the need for alternative procedures and ensure the integrity of the City of Milwaukee's financial records.
- Perform financial reporting functions including query development, testing, troubleshooting, running, and maintaining FMIS reports.
- Assist in budget ledger reconciliation processes; identify out of balance conditions between the ledger and budget ledgers for expenditures, irregularities in encumbrances and pre-encumbrances. Process corrected entries (BCMs) to ensure the integrity of the City of Milwaukee’s financial reports.
- Assist Comptroller staff with year-end processing; update trial balance report end dates, FMIS project set-up management, process journal entries and perform tree management and various reconciliations.
- Provide formal and informal FMIS training to end-users
System Administration
- Perform FMIS PeopleSoft upgrade testing by creating and executing test scripts and preparing reports for management and ITMD on the results of testing.
- Provide backup services for pension and payroll functional support.
- Assist in writing and updating procedural, testing, and troubleshooting documentation.
- Update the City of Milwaukee's Chart of Accounts notebook.

Minimum Requirements
- Regular status as a City of Milwaukee employee, having successfully completed a probationary period for a civil service position, or status as a City of Milwaukee employee in a fixed term position.
- Bachelor’s degree in accounting, business administration, information technology or a related field from an accredited college or university.
- Two years of full-time professional accounting or finance administration experience.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications
- PeopleSoft FMIS experience strongly preferred.
Knowledge, Skills, Abilities & Other Characteristics
Technical
- Knowledge of generally accepted accounting principles (GAAP) and accounting theory and practice.
- Knowledge of accounting standards for government entities such as the Government Accounting Standards Board (GASB).
- Knowledge of financial management and other software programs, including spreadsheet, word processing, and presentation.
- Ability to perform database administration using relational database management systems such as Oracle, Microsoft SQL Server, PostgreSQL, and MySQL.
- Knowledge of mathematics and statistics.
- Ability to develop and run information technology (IT) reports.
- Skill in identifying, troubleshooting, and resolving software problems.
- Skill in conducting research into software-related issues and products and developing test cases and test plans.
- Ability to read and interpret technical, job-related documents.

Current Salary
The current salary range (Pay Range 2JX) is $71,341-$90,796
annually, and the salary range for City of Milwaukee residents is $73,482-$93,520
annually. Appointment will be made in accordance with the provisions of the
City of Milwaukee Salary Ordinance.
Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the
following: an evaluation of related education, experience and accomplishments,
an evaluation of written communication, interviews, and/or other assessment
methods. The Department of Employee Relations and the Comptroller’s Office reserve
the right to call only the most qualified candidates to proceed in the
selection process. Information from the selection process will be used to make
a hiring decision. Selected candidates will be transferred and/or promoted to
the position.
INITIAL FILING DATE – The selection process will be held as soon as practical

NOTE: Transfer/Promotional Opportunities and Promotional
Examinations are not open to Milwaukee Public Schools employees or to the
public. Only current City of Milwaukee employees and civilian personnel in MFD
and MPD hired through a City Service Commission process who have successfully
passed a probationary period for a Civil Service position or who have status as
a City of Milwaukee employee in a fixed term position will be considered.
Individuals with exempt, provisional, temporary, or emergency appointments are
not eligible for transfer.
