Purpose
The Community Outreach Coordinator works with stakeholders
to address and resolve critical issues related to the Fire and Police
Commission’s work, including ensuring the quality and effectiveness of the
citizen complaint process, fostering opportunities for positive and
collaborative interaction between the community and the public safety
departments, and facilitating matters related to the Collins Settlement
Agreement.
Essential Functions
Public Relations
- Disseminate information to the news media and to the public, using social media and the City of Milwaukee’s E Notify system.
- Manage media and public affairs communications, including crisis communications and reputation management; maintain positive, cooperative working relationships with media representatives and community organizations.
- Coordinate and develop responses to external requests for information.
- Write press releases, newsletters, speeches, brochures, flyers, reports, and promotional materials.
- Identify and develop educational methods and materials appropriate for a specific problem, target population, and citywide footprint.
- Participate in training related to public relations, media, marketing, and communications. Stay apprised of trends and development in the field by reading and conducting research.
Community Engagement and Partnerships
- Plan and coordinate the timely development of programs and services designed to foster and improve education, public involvement, and media and community relations relative to the Fire and Police Commission and public safety departments.
- Build and maintain relationships with community members and organizations to support community-led projects and team efforts.
- Examine and evaluate existing policies and programs relevant to the specific problem being addressed; make formal recommendations for improvement and advocate for change, working in concert with community stakeholders.
- Provide support for recruitment efforts for positions in the protective service.

Minimum Requirements
- Bachelor’s degree in public relations, community relations, communications, criminal justice, public administration or a closely related field from an accredited college or university.
- Two years of experience conducting community outreach and public relations functions at a professional level.
- Valid driver’s license at time of appointment and throughout employment and the availability of a properly insured vehicle for use on the job (automobile allowance provided).
Equivalent combinations of education and experience may be
considered.

- Knowledge of media resources for community action and service programs.
- Knowledge of promotion, advertising, and marketing methods.
- Ability to coordinate initiatives designed to promote the FPC and services to the community.
- Ability to learn, understand, and explain the FPC’s policies, rules, and regulations, and the rules and regulations of the public safety departments.
- Skill in working with the news media to ensure accuracy of information disseminated.
- Skill in developing and implementing public participation and communication programs.
- Computer skills to use the Microsoft Office Suite efficiently.

- Ability to organize assignments and manage time to complete tasks based on departmental deadlines.
- Ability to analyze a variety of complex problems with emphasis on those related to community relations, political and social processes, and community needs.

- Ability to organize and coordinate individuals and groups, including volunteers and community-based organizations.

- Ability to write publication-ready letters, memoranda, reports, and public education information using clear, concise, and grammatically correct language.

Current Salary
The current salary range (2HX) is $57,081 - $79,909
annually, and the resident incentive salary range for City of Milwaukee
residents is $58,794 - $82,306 annually. Appointment above the minimum is
possible based upon level of experience and other qualifications and is subject
to approval.

Selection Process
THE SELECTION PROCESS will be job related and will
consist of one or more of the following: an evaluation of education, experience
and/or responses to supplemental questions; a written or performance test, a
structured interview, or other assessment methods. The Department of Employee
Relations reserves the right to call only the most qualified candidates to
structured interviews and performance examinations. Structured interviews may
include written exercises. Selection process component weights will be
determined by further analysis of the job.
