Purpose

The Civil Engineer III-Structural Section is responsible for complete project delivery, scheduling, design, and review of bridge projects and other structures.

Essential Functions

Planning and Design

·       Serve as project engineer for bridges, buildings, and other structures, including planning and design; prepare specifications, design calculations, cost estimates, and complete contract documents.

·       Inspect and supervise design and construction projects, including shop drawing review, requests for information (RFIs), payment review, and contract changes.

·       Perform bridge and parking structure inspections for maintenance and repair; complete inspection reports.

·       Prepare preliminary plans for projects prior to releasing projects for plan preparation by other engineers.

·       Prepare engineering reports and investigations.

 

Leadership

·       Review plans, contract documents, correspondence, and reports prepared by Department of Public Works (DPW) staff and consultants for the City of Milwaukee.

·       Coordinate design and construction projects with other governmental agencies and private parties for assigned projects.

Conditions of Employment

The Civil Engineer III-Structural Section must be willing and able to do the following:

·       Perform light physical work, including climbing, kneeling, crawling, crouching, standing, walking, and reaching.

·       Lift and move objects weighing 10 lbs. or more occasionally.

·       Take appropriate precautions when working outdoors in all types of weather, in noisy environments, and in settings that may be poorly ventilated or contain fumes, odors, or dust.

 

The preplacement medical requirements for this title include the following:

·       Drug Test

·       Physical exam

·       Audiogram

·       Vision test

Minimum Requirements

  1. Bachelor’s degree in civil engineering from a school of engineering accredited by ABET (Accreditation Board for Engineering and Technology).
  2. Two years of full-time professional civil engineering experience performing design and construction work related to bridges, buildings, and other structures.
  3. Valid driver’s license at time of appointment and throughout employment.

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Registration as a Professional Engineer (PE).
  • Certification as a State of Wisconsin Department of Transportation (WisDOT) Bridge Inspection Team Leader.

Knowledge, Skills, Abilities & Other Characteristics

Technical

·       Knowledge of the practical application of engineering science and technology.

·       Knowledge of the techniques, tools, principles, materials, and methods involved in the design and construction of bridges, buildings, and other structures.

·       Ability to prepare and comprehend bridge construction plans and prepare specifications.

·       Ability to estimate costs and compute quantities.

·       Knowledge of governmental grant/aid programs for bridges, including the application and design processes and how to resolve construction related issues.

·       Skill in the use of computer software such as Microsoft Office and Adobe Acrobat Professional.

·       Ability to prepare engineering plans using design software and drawing tools such as AutoCAD and MicroStation.

·       Ability to read and interpret documents such as survey reports, maps, drawings, blueprints, and aerial photography.

·       Ability to interpret specialized engineering data and create reports.

·       Knowledge of business management principles and practices.

·       Knowledge of project management principles.

·       Ability to perform all work in a safe manner.

 

Communication and Interpersonal

·       Verbal communication skills to converse clearly with others.

·       Skill in providing professional customer service to internal and external customers and elected officials.

·       Interpersonal skills so as to forge positive working relationships with a multicultural and multidisciplinary staff, City of Milwaukee officials, other agencies, and the public.

·       Ability to work courteously, cooperatively, and effectively with people whose backgrounds may differ from one’s own.

·       Written communication skills, including the ability to prepare thorough, clear, and error-free reports.

Current Salary

The current starting salary range (Pay Range 2MN) is $94,758-$112,137 annually, and the resident incentive salary range for City of Milwaukee residents is $97,601-$115,501.

  • Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
  • SPECIAL NOTE: Employees who possess a Professional Engineer (PE) License will be paid an additional 3%.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
