Introduction

The DER-Staffing Division has an opening for a Human Resources (HR) professional to perform recruitment and selection functions. There are two titles within the Human Resources Analyst series for which we are currently accepting applications:

Ø    Human Resources Analyst (Recruitment #2403-4195-001)

Ø    Human Resources Analyst-Senior (Recruitment #2403-4466-001)

The position will be filled at the level that best meets the needs of the Division. The names of successful candidates will be placed on the highest-level eligible list for which they qualify.

Purpose

Under the direction of the Staffing Services Manager, the HR Analyst-Senior/HR Analyst provides recruitment and staffing services to fill positions at all levels in City of Milwaukee departments.

Essential Functions

Recruitment and Job Analysis

  • Develop and execute recruitment plans and strategies.
  • Determine appropriate job analysis methods and conduct job analyses to determine critical tasks and the knowledge, skills, abilities, and other characteristics necessary for successful job performance.
  • Review and prepare job announcement bulletins based upon job analysis.
  • Determine the eligibility of applicants based upon the minimum job requirements.

Test Development and Evaluation

  • Based upon job analysis and consistent with professional standards and legal guidelines, plan and develop valid and reliable selection components, including written and performance examinations, structured interviews, reviews of experience and education, supplemental questions, and other assessment exercises.
  • Identify and secure subject matter experts to serve as raters.
  • Consult with operating departments and subject matter experts to review the job-relatedness of test and assessment content.
  • Determine the timeline for each selection process component and schedule test administrations.
  • Administer performance examinations and other assessment exercises, at times outside of standard business hours.
  • Review selection process results and test statistics for accuracy and validity.
  • Review adverse impact reports; recommend passing and call-in points.

Candidate Communication, Customer Service, and Continuous Improvement

  • Maintain effective and timely communication with candidates and the hiring authority throughout the selection process.
  • Represent the DER-Staffing Division before bodies such as the City Service Commission.
  • Make recommendations for modifying and improving examination and selection processes based upon job analysis results, interviews with subject matter experts, historical data, and independent research.
  • Maintain the confidentiality of examination and candidate information.
  • Develop new and/or improved human resources products and processes and conduct research related to the development of improved services and delivery.
  • Work on job-related special projects as assigned by the Staffing Services Manager.

Conditions of Employment

  • The HR Analyst/HR Analyst-Senior will be expected to work on-site in City Hall most days; remote work may be arranged at the discretion of the Staffing Services Manager.
  • Intermittent evening and weekend work is required for recruitment and selection process administration.
  • Travel within the City of Milwaukee is required to plan and administer selection processes.

Minimum Requirements

Human Resources Analyst AND Human Resources Analyst-Senior:

1. Bachelor’s degree in human resources management, industrial relations, psychology, business administration, public administration, or a related field from an accredited college or university.
2. Valid Driver's License at time of appointment and throughout employment.

 

Human Resources Analyst-Senior:

3. Two years of progressively responsible human resources experience, including creating, validating, and administering selection processes; recruiting, screening, and interviewing candidates; interpreting and applying employment laws and regulations; and writing reports.

 

Equivalent combinations of education and experience may also be considered.

Desirable Qualifications

  • Master’s degree in industrial-organizational psychology (I/O psychology), psychology, human resources management, business administration, public administration, or a closely related field from an accredited college or university.
  • Experience in municipal government.

Current Salary

Human Resources Analyst (Pay Range 2IX):

  • The current salary range is $68,244-$86,854 annually, and the resident incentive salary range for City of Milwaukee residents is $70,292-$89,460.

Human Resources Analyst-Senior (Pay Range 2JX):

  • The current salary range is $72,768-$92,612 annually, and the resident incentive salary range for City of Milwaukee residents is $74,951-$95,390.

Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.

Selection Process

THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of education, experience and/or responses to supplemental questions; a written or performance test, a structured interview, or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to structured interviews and performance examinations. Structured interviews may include written exercises. Selection process component weights will be determined by further analysis of the job.
